But I don't think you should worry. I've gone years without getting sieges, then I will get a several in the space of a few years. Since you've already got your first sieges, I'd say just be patient.

I've been taking on the task of starting fortresses in goblin fortress areas to systematically wipe them from my seed. I am on my third successful slaughter now, but this one is a really populated goblin fort. Like 50 goblins.
They have a demon ruler and a goblin local leader/swordmaster. The smaller goblin forts of 15 to 20 didn't have any. I don't have a ton of experience in this area, but this is what I've seen.
As for the pump, you'll want the power connected to the back, i.e, where it sucks the water up at. That is where the dwarf would work on the pump too, if it were to be powered manually.

Typing "D" will show you depot access.
EDIT: Oh yeah, I don't think you have to clear plants out of the way, could be mistaken though.

I have a pretty complicated system involving pressure plates and water and what not to make the trap resettable, don't really feel like going into it. But the "engine" of the trap is this (and I think this would be useful to you):
Build an outside room with a caged animal in it. Put a door on it, and keep it tightly closed. If you want you can get creative with channels, pressure plates, floodgates and floorhatches and whatever else you want to do to the invaders once you lure them in.
Hook the cage to a lever so that you can release your animal remotely when you've got your fort under lockdown. Eventually that will draw them to the room that you've got the animal trapped in, and they will kill it. Keeping it in the room protects it from all directions from goblin marksmen.
EDIT: As for the milling about, I guess it just takes them a while to decide what to do? They must be sizing up the sleeping dwarf. They've done that to me too, but they always eventually get down to business. The best way to get action is to put all your dwarves outside in plain sight....

When I released the animal from the cage, they just milled about for a while, but after a bit, sure enough, they went after the animal. Just wait a bit, they'll find 'em.
I am not sure on this, but it might also be the case that there either needs to be a certain ratio of alcohol/dwarf to keep them happy, or that there needs to be more locations that have alcohol so that far-away dwarves don't get too thirsty on the way to drinking. But I really don't know.

Although, live targets can be a lot of fun!
