 Proposals can be made by any player, whether to perform a major action, add a law, or use a different system entirely, such as anarchy, or dictatorship. these can be determined by the normal support of "+1", but can also use "Priority".  Every player has 1 priority by default, and can give away 2 Priority to anyone but themselves or someone with a lower Priority than them to prevent abuse.
If you want to make a proposal, preface the comment with "Proposal;" (or pm me for anonymity). and I will put it here, Preface a comment with "Priority;" (Or pm) in order to give someone priority, or change who is receiving yours. Changing who receives your priority can only be done once in a while.

1 priority is basically a semi-permanent +1 for proposals only.

-Current Proposals-

Ebony Proposal: Head west to seek out Yojimbo's creators after your energy is recovered and more research is done, Requires 1 votes to pass.
Jade proposal: elect Jade as Minister of defense, Requires majority votes if contested.

-Resolved Proposals-

Ivory Proposal: Add ministry laws to augment priority system (Hierarchy of experience, 1 bonus priority to proposals made by someone with relevant specialization.). Passed!
Ivory Proposal: Elect Ivory as minister of Novel Creations. Passed!
Ebony Proposal: Elect Ebony as minister of Combat and War if ministry laws are passed. Passed!
Ebony Proposal: Leave the sawblade with the ents after installing it as a lightning rod, Passed!
Ivory Proposal: Craft a tree of chaos that bears magical berries, plant it in the middle of the Ent village. Passed!

-Laws-

Seniority adds an automatic priority.

Gems gain priority to Proposals relating to their specialty.

Ministers gain 1 priority to creating Proposals within their field, and lose one to Proposals outside of it.

Try to absorb some Primal Earth energy, and see if any of the older trees are willing to share some Primal Life energy.
