Just spitballing/getting ahead of myself :-[, but I think it isn't a bad idea? I'd prefer to know before the day is out if something to that nature is agreeable/each of your preferences.
It'd probably be easier to create a separate contract to acquire exclusivity, and not tie it directly to the Manta contract. I'd personally be up to invest in such an endeavour.

Pretty sure you don't need to (/shouldn't) tag waiting with ACTx3. That sort of undermines the point, which is allowing the GM to Ctrl-F to find all the actions they need to process in a turn without having to carefully sift through every post.

So, I've never played this sort of game before, but it looks interesting. That said, since I've never played before. I have some questions.
If you're curious as to how these things play out, SCREE links to three previous instances in the OP (mine is fairly easy to re-read, since every update has the same invisible text in it, so you can use the thread search to pull them all up). Something they didn't mention in their reply to you is that generally, turns happen relatively rapidly (my version aimed for 48 hours, though player-requested extensions were common), so even longer trips don't drag on for too long irl.
Also, Risky Ventures games are intended to encourage emergent gameplay, with the base mechanics relatively simple, but with player-player interactions having room to get more complicated. Hence, things like players having to figure out how they will split ownership of charts, handle management decisions about where ships go, or subject each other to extortionate loans are not bugs, but features.

A prince of the Burning Empire must not only be a capable commander, he must be a capable administrator as well. Prince Hongli is tasked with consolidating our hold over the south-west, both through open displays of military might, and through demonstrations of the prosperity the Empire offers. Military might can be expressed by holding parades in the squares, more frequent patrols of side streets, or conducting training exercises in the fields. Prosperity can be demonstrated by building a steam-powered sawmill in Hulijing to boost productivity, and establishing a few manufactories in Taotie where modern tools and techniques are used to mass-produce simple products.


Yielding Breeze Becomes a Tempest
Additional supplies, equipment, and fresh troops are provided to General Wonha, in anticipation of the upcoming assault on the Gateway Bridge. In the east, a conventional defensive strategy is recommended- fortifications reinforced, garrisons strengthened, supplies stockpiled. In the west, however, a more devious plan has been formulated.
The makeshift levies arrayed against the western defences are expected to break easily. Too easily. They are no doubt intended to fail, and to retreat once their purpose as a distraction has been achieved. We shall subvert their expectations. A central area of the western defences will be undermanned, presenting only a token defence that will retreat after offering meagre resistance. The undisciplined rabble is unlikely to question this 'good fortune', and storm through the 'gap'. Of course, it's a trap. Once enough of the levies have passed through, forces to the north and south will launch a coordinated counter-attack, while the 'retreating' forces will suddenly 'find their courage', having reached pre-prepared fallback defences.
The goal is to not just drive back the western forces, but to utterly crush them, such that there is virtually no resistance remaining to a subsequent takeover of the Western Earth Kingdom.


The Betrayer Is Not Sus
Admiral Himilco is tasked with escorting convoys bringing supplies to the Gateway Bridge and Taotie, and performing token raids on Water Tribe outposts and shipping. Default behaviour, in other words. An established routine, which would make any future change in behaviour stand out.
(For example, if we were at some point to cease raids on one half of Serpent's Isle (and associated shipping), it might make people wonder why. Something to consider in the future.)

The Sakonet-47 "Ruby" is the answer. It's the answer to a lot of things, actually. Though optimal at intercepting enemy aircraft, Rubies are also able to attack ground targets, and even act as loitering scouts thanks to a very high endurance.
Moreso a plane built around an engine than a plane with an engine attached, the single G-C turbojet (fed by a scoop intake, powered by a GGPRO-HP) provides extreme thrust, up to speeds which propeller aircraft cannot handle. Indeed, the wings are short and swept, optimised for supersonic performance. Ideally, only takeoff and landing should involve subsonic speeds.
For armament, it has four 23mm autocannons (like its predecessor), as well as a hardpoint on each wing (which can each either mount one large-ish bomb, or two medium-ish bombs).
The radar unit in the nosecone is built with GRADAR techniques, giving greatly enhanced detection ability. The radio likewise has been tuned up with Wave Alloy components- nothing spectacular, but enough to let the pilot stay in contact at longer ranges.
A pressurised cockpit allows the Ruby to fly higher (and faster) than older fighters. Pilot comfort/safety at high acceleration is taken into account with the seating, and there's space to store a snack and a flask of coffee, which is important.
The Sak-47 can stay in the air for a long time, as fuel consumption is obviously relatively modest for its prodigious performance. Indeed, pilot stamina is a greater limiting factor than fuel (hence the refreshments).

(The only significant difference is the use of Wave Alloy in the radar and radio.)


Edit: An alternative take on Tric's thing above- primary difference being the inclusion of GRadio, and less emphasis on extreme quality (in turn allowing for slightly higher quantity).

Anyway. FIC Field Agents are the footsoldiers of our internal security apparatus. These aren't the expert secret agents in charge of infiltrating capitalist regimes, they're more closely related to police officers. The differences between a Field Agent and a regular police officer are primarily that a Field Agent reports directly to the FIC, rather than a local police department (although they can cooperate with local forces as needed), and that they are trained and equipped to a higher standard.
A typical Field Agent is armed with a Nebolshoy pistol, wears a distinctive charcoal uniform with red braiding and elbow pockets (for some reason), obviously has sunglasses, and carries a recently-developed portable GRadio:

An obvious downside to Field Agents versus local police is quantity- but Field Agents are not required to engage in mundane, day-to-day policing. They are primarily deployed in squads to high-value/high-risk locations (or as escorts for high-value/high-risk individuals), with a few attached to local police departments to act as FIC liasons (and keep an eye out for extreme corruption or modest disloyalty).

SFS will also ensure that accurate reporting of the conflict is distributed internationally, documenting the Iavan population's heroic resistance, and the malicious actions of Bryoran soldiers. These reports will naturally be... 'verified' in Osgorod before distribution. You know, to make sure there's nothing inaccurate mixed in by accident.

The mechanics of face-down cards seem to be poorly defined. Are you supposed to declare that a face-down card can be attacked when you play it? In the case of the Acid-Pit, does it die when it is attacked? Does it do damage to the attacker? If so, how does the opponent know how much damage their card received? Worst case, you have a scenario where someone attacks into your face-down Acid-Pit, then uses the card for something else afterwards- then on your turn, you reveal that actually their card died before they could do the other thing. The alternative being that the Acid-Pit doesn't do any damage to its attacker, but then why does it even have an Attack strength?

The smoke ruse is a... distaction. While it has many potential uses, the one I'm most interested in right now is the ability to divert attention, allowing our agents to bypass active Secure attempts (at least until UNSA steps up their game in response).
The BTR is useful for logistics, and better logistics never hurt anyone (unlike worse logistics, which are guaranteed to hurt us). It'd help infantry keep up with aubers, move supplies, tow artillery, etc. It's not very exciting, but it is pretty important to have something (of decent quality) in that role, and the BTR is a more interesting variation than a regular truk. It is likely to still be fairly pricey, but so long as we knock two resources off the cost of the Oruz, then it'd be Expensive this turn (the Oruz will be VE), which should suffice for Iavan needs.

A No.4 Smoke Grenade is what it says on the tin. Has the trigger mechanism of the No.3, but instead of exploding, it releases a billowing cloud of dense white smoke. A non-lethal way to create a distraction, disorient enemy forces, or obscure a retreat.
For optimal distractioning, the No.4 can be fitted with an extra-long timer, lasting up to several hours (allowing one to be planted ahead of time, ready to draw attention at the right moment).

Rather than refurbishing third-hand vehicles, we've actually gone to a manufacturer and got them to build us a vehicle from scratch.
Well, sort of from scratch. The chassis is actually an existing light truck chassis, with some minor modifications. Since this thing might end up in combat zones (though not active combat, ideally), some parts of the body are made from pieces of light vehicle armour (surplus from the War), providing modest protection against small arms and shrapnel.
While the original chassis was for a pure cargo truck, the TRUK is also intended to transport personnel, so we've included removable seating for six passengers. Then someone asked "can we put a machinegun on this thing?", so we cut a hole in the roof of the rear compartment, adding a ring turret that can mount a Pulemet No.6 (optional, obviously not present outside of combat zones).
The chassis was a two-wheel drive, but we want a bit more adaptability, so a four-wheel-drive system is used instead. Powered by a GGPRO, of course, with all the fixings and furnishings that entails.

The finished TRUK looks a bit odd, as aesthetics were a tertiary concern, but with a proper paintjob it isn't too bad. It is intended to serve well in multiple roles- fast, decent capacity, strong enough to tow things; can survive in dangerous situations better than a civilian vehicle; and while the pricetag will be higher than that of refurbished third-hand vehicles, it shouldn't break the bank.

As this is the last turn for proposal estimates, I figured it'd be good to get an idea of how far we can push our space program in a single design. I don't actually want to do this yet, but eventually.

Space. The final frontier. Definitely the final one. There's absolutely no way that we will ever have to deal with some sort of... alternative dimensional frontier.

Objekt-19 is somewhat larger than Objekt-17/18, but this is a minor difference. There are two major differences.
First, Objekt-19 has much larger tanks of liquid hydrogen installed. Upon reaching a 25km altitude, the hydrogen is slowly released into the engine, supplementing the atmospheric gases forced into the ramjet. This continues for longer than Objekt-18, with the flow gradually increasing until reaching an altitude of 40km. At this point, the atmosphere has grown so thin that the ram barely contributes to the reaction mass- so it is shut. Six metal triangles emerge from slots around the ram, extending until they join together in a six-sided 'cone' that completely shuts off the intake. This changes the engine from a ramjet into a thermal rocket- although mechanically not much has changed.
Second, Objekt-19 is not just a dumb rocket. As it is intended to reach altitudes of at least 100km, slight deviations in course could result in it landing kilometers away from its target landing zone. Thus, a more advanced guidance system (incorporating some Gavrilium Waffle circuits) is configured to maintain/adjust the heading on the fly. It is aided in this endeavour by RCS (using hydrocarbon fuel and an oxidizer to produce thrust) that allow Objekt-19 to manoeuvre even in a vacuum (where the stubby wings are useless).
Objekt-19 also has a larger sensor suite that records data as it flies. The recordings are stored in a reinforced section with its own parachute, which detaches briefly before the main body's parachutes activate. This ensures that even if the main body's parachutes fail, the flight data can be recovered.

Various flight paths are to be attempted, both to test the guidance system's efficacy, and to provide real world data on the optimal burn/trajectory to get vehicles into space. Oh, and there is a test to see if we could have Objekt-19 hit a target a thousand kilometers away with any degree of accuracy. The target for this long-range test is an empty stretch of ocean where our fleet will be performing a routine exercise, conveniently providing cover to keep prying eyes away, and to retrieve the recording section (it has an inflatable ring to make it buoyant).
Why is this long-range test important? Well... hypothetically, if we wanted to strike at key centres of industry and military facilities in the North, this sort of thing could be useful. To be clear, there are no plans to do so. The long-range test is just one of many. Only a few high-level figures are aware of its ramifications- but it is enough to ensure that the top brass remain happy to fund our space program for years to come. Undoubtedly, if we were to actually build such... 'intercontinental ballistic missiles', to coin a phrase, it would be very difficult to keep rumours of their existence from drifting into Northern ears. But we should be able to keep a single test of this top-secret project under wraps, for now.
