In my experience, this is because those bins go way to the back of the hauling queue, and if you keep making new items or otherwise filling up that queue, the dwarves never get to moving the bins around.  If you set a bunch of dwarves to item hauling and lay off producing new items for fifteen minutes or so, you should be golden.

Yes, use [t] to select the building.  If you suspend, unpause, and reactivate the task, the next dwarf will successfully complete the building.  If you do it fast enough, this will be the dwarf that was sitting there in the first place.
