Create more NPCs to fill the void, such as Street Filth, Merchants, Guards, Quest Givers, and whatever else.
Bonuses:
Blind Blues Bard/Omnimancer: +2 to bardly actions, +1 to magic actions, -1 to anything else generally involving sight.
God of Blues: Godly powers render lack of sight null in practice. Remove Blind penalty for actions.
