What we should do is have the game start right after a revolution overthrowing the monarchy, and us the players have a sort of constitutional convention establishing the government.

I think a constitutional monarchy with a parliament would be cool. The king could function much like a president (I.e Handles foreign policy, the military, approves laws passed by the parliament) and the parliament could be GM controlled with heads of party played by players.
