I like this! I agree that it should be hard; you could agree the immigration policy for the rest of the year with the liason. I like the idea that extra restrictions lead to less immigrants.

My first fort is going fine. It has 19 dwarves now, no children. Located in a gentle, peaceful jungle, we're ticking over nicely.

Does constructing a floor over a hole to the outside prevent the area below it from being sunny (i.e. preventing cave adaptation?)
