I don't know for sure if DFHack has a workaround, but in general, if no entities were initially placed at worldgen, there won't be any civilization to draw details (permitted workshops, reactions, race, professions, animals, items, language, etc.) from for your fort.
Well the world was just generated with people to start out i just dont think they made it through the world gen its a tiny island with tons of monsters zombie ospreys trolls wandering around the only sign of construction is a shrine full of bronze giants

So i made a world with advanced parameters where there are no hamlets no fortresses no mountain homes nothing a world full of monsters dragons beasts and bronze monsters wandering around is there a utility or cheat to enable me to try to embark?

One heads must get their complex ritual language from somewhere right? What if they have the secrets to it hidden away in one of the villages we destroyed?
