Atrian Empire

1. The Atrian Empire expands to the South and East unorganized territories sending citizens that are willing to go and soldiers.

2. Send diplomats to the "United Sates of Liberia" to arrange Trade and possibly even a Military Alliance.

3. Begin building a fleet of 20 Ships.
