I've been reading other forums and It seems Carvans take longer to show up now.    Even on dwarves,  someone said upward of 3 years I think before they got there first caravan, though that's not entirely true I got one in late autumn (vanilla DF) on a dwarf fort, but It had no wagon.

My all time favorite Mod for Oblivion is an Unfinished piece that adds  Elsweyr to it,   Elsweyr: Deserts of Aqueina (I sooo spelled that wrong.)

Ruined-Tail's tale is pretty good too but short

You might not be getting carvans because of item thief, I could be wrong though, you also don't have a hoardmaster/liason, but I have no clue if a liason is a requirement for caravans,  since I know the Gobbs don't have one but can trade if they're not trying to kill the kobbs.

I think it might cause infinite rejects if they're the ACTIVE  Controllable civ, as they don't actually get placed in civs like the rest of the creatures.

But if you add civ-controllable to them after a world is genned with a race that does get actual civs placed,  I believe they still play like a dwarf fortress, you're above ground and have to build

This is interesting, so I had to abandon and reclaim a fortress...   So i reclaimed it and some of the previous inhabitants are still there, but you know like NPCs...

And yet they still show up in Dwarf Therapist.

So who's gonna take over?  I'm only good at doing bits and pieces... plus I'm not sure how exactly to use DF 31.02 changes in conjuction with the various raw changes in the main mod.

Ah well now this time around I saved one of the kids (And the thieves were noticed this time)  however one of the kids got hurt, and is now in a coma, cause the wounds started healing before they finished suturing him.

careful if you didn't lower the world-gen temps you might end up with lots of melting dwarves, then again it might only happen in scorching climes.

So I just had the first two children in my fortress get stolen... and NO ONE NOTICED... not even the mom, then again she has a "poor memory."
