Lithium burns very hot and can't be put out with water. If you pour water on it, it will just create Lithium Hydroxide, Hydrogen, and heat. The hydrogen might then catch on fire.
If you pour water on Lithium oxide, results are similar, but without that hydrogen generation. Just Lithium Hydroxide and heat.
Now, you could technically put it out with an inert gas (N2), or an inert powder. But I'd worry that pre-oxidized stuff, like sand or carbon dioxide might just have it's oxygen ripped off and merely slow the burn, rather than stopping it.
