Rockeater has right to seize planet permanently, but if given to minor lord split prestige 2 to C2M and 3 to Rockeater.
If Rockeater decides to seize the planet, C2M has the right to produce 1 fleet at cost (1 food, 3 ore) at some point in the future.

Since we can’t share the production as easily as a food world can, I added a provision that if you seize the planet I can produce a fleet there at cost some point in the future.

Well I think it would be better to cooperate and go after the shipyard, or come together and defend our own Empire’s shipyard planet, but I’ll join in on the greed strategy as to not be left out. I don’t think this will be crippling as our own economic planets will be just as vulnerable.

For the NPP, some starting points of concern.
1. I think signatories should get additional votes for every army and fleet they contribute.
2. Why have the winner of the auctions pay 10 MF? Given I currently have 0 MF, I’m not very interested in this. Maybe we could allow a signatory to convert like 10 MF to 1 NPP buck for 1 auction?
