Thank you for cleaning up the design
Model 1902 Artillery Rifling System
Based on the French La Hitte system, our Shonkhor cannons are modified to be rifled with elongated, almost rifle-bullet-shaped shot following the grooves in said rifling uses a set of metal lugs. The cannons themselves are lightened and a firing guide included with each gun, allowing proper education to improve fire rate.
Hopefully makes it clearer that we don't actually want shells, yet. I...really didn't want to spend a full turn apiece on rifles and cannons, but I guess that's the hand we've been dealt.

1902 artillery improvment program: the 1902 artillery improvment program has two. Firstly is to aims convert our Shonkhor cannons to the La Hitte system. This will allow us to convert them to shell firing muzzle loaded rifles. The second opjective is to lighten the cannon and gun carriage, and improve the rate of fire.

It is for the army mainly since they didn't have one when we ask them for one.
I figured since we will need a bigger MG to better deal with the metal planes that will be developed soon may as well just tell the army and navy that we are going to be making one just to make them happy.

With news that the other team are developing either a float plane or air drop torp I think we can float a proposal to make a HMG for aa use to the army and navy. It will be mainly for us to combat their metal air crafts in the future but should still be better than our current mgs at AA work for the army and navy.

The AA proposal is open ended it will screw us long term or sour relations with the army when we try to drop it for other more important projects.

Why not? We are already close, we only need one more thing to push them over and i think if we promise developing a HMG over the next year is what we will need to win the army over. We have already made a request to the army for one so there is intrest for one amongst us. We may as well make a promise to make something that we already have an intrest in getting anyways.

Yes that works but even the british who believed the same thing switched to 20mm cannons when they found that 8 .30 cal mgs were not shooting planes down fast enough. We are going to need a .50 cal soon with our bomber being deployed the other team will make their own to counter. With only .30 cal mgs our fighter would have to be either really skilled or exceptionally luck to shoot one down if they are being escorted.

Not really while rifle caliber mg can shoot shhot through metat well enough they wont inflict enough damage to shoot down any metal fighter plane without needing more than 6 mgs.

I think we can offer the army and navy a proposal to make a .50 call mg. I know that the navy has scuffed at all the stuff we gave them for anti air defense but with us promising to make naval air crafts a thing I hope they see reason and accept the new mg.
