It's past time for Lametania to join our Empire. It's small, currently they are Damdamian appeasers more than our buffer state, at Cyl's imperial coronation we accepted an alliance and they've completely ignored us ever since even when we sent aid against a Damdamian invasion, and we can probably pick up better intelligence about Rucus as we go.

Although I doubt the Cydwyl scenario is likely, this is something we've complained about since the days of Yoe I. This is possibly the moment of this emperor's highest authority, we can get it over with.
And rebelling over the religious tax is certain to be independent of with whom we war. In fact, the Council of Luathbas ruled officially that the Cult of Damed is not dangerous to Methiant. We even have Damed temples in our territory (the previously rebellious provinces in the south and west, in fact). You think they'll forgive a double whammy?
(From what I can tell Rucus is probably the strongest non-dwarf opponent on the list; they're coming out ahead in the Damdamian civil war rather than weakening. You guys are either brilliant or nuts. And soldiers from Eldrican? Not worth the loan we would be forgiving. Tetan didn't even warn us beforehand about stopping payments: he is no ally of ours but a debtor, and untrustworthy at that. My belated vote is AA.)

Only in the sense that the roll didn't go our way: Cyl tried to persuade him. Houlandin ain't an NPC anymore, we won't let him get away with religious intolerance.

Houlandin is 36. Llewyn is 14, so we should be learning his trait soon.
I might point out that Martial trait is better for commanding armies, but one-eyed is a penalty if Houlandin ever gets into personal combat.

Cyl was born Mid Spring 1099, so he celebrated his 55th birthday this year.
And was crowned king when the Civil War ended shortly after his 15th birthday, so this also marks the 40th (!) year of his reign.
And next year will be the 20th anniversary of the creation of the Empire.
Why aren't we having a big party here?

Inviting people to come with cures is just asking to be fleeced, swindled, AND gulled.
Houlandin is for all intents and purposes already running the army. Cyl can tough out the paperwork still.

Maybe I'm getting soft in Cyl's old age, but my recollection is that opening tombs (especially what looks like another race's) tends to be more hazardous than rewarding.

Oh, the Parsians are intolerant within their own borders. But the last king at least was quite isolationist, and his daughter only had one small incident with hallucinogens. He didn't try conversion by the sword the way the Damdamians do. New guy remains to be seen, but I think marrying another daughter would go a long way toward mellowing his attitude.
