Apart from a table not being essential, you don't really need a dining room either, as that's essentially an old mechanic which is now useful for noble satisfaction. The "modern" variant is a tavern, and that can be painted as a zone (which can be trimmed, if needed), but a tavern isn't essential for eating either. The main purpose of a tavern is to provide a place to socialize, although tables and chairs in it are useful in providing tables and chairs for eating without complaints. They'll eat in a library as well, though, if you provide tables and chairs there, and can actually use any free tables chairs for eating even if they're not indicated for any purpose (note that tables and chair that are not build are not available for anything other than being build).

The dorfs can eat everywhere in the fortress as i understand, if there is tables and chairs

In my case : they must eat now from the foodbarrel or other foodstorage container
It seems that the Carpenter has no entrance to the foodpile either (blocked or empty food storage container)   

A diningroom assignment from a table still exist and the dorfs don't have a preference where they do eat at seems ?
For their mood better of they can eat in luxuriuos diningroom ( statues ?, fontain ?,  smoothed walls en engraving ) with quality items for their comfort
For surviving starvation a foodbarrel is a lifesaver.

Because he's starving, and desperately seeks bugs to eat. You've somehow blocked his access to food through a broken path, a burrow, etc. Fix that problem and he'll go and eat. You can only make him work after he's eaten.

Blocked his access to food OR there is no food to find yet, because i was distracted by a enemy
Now i need setup a diningroom , but there is no table to construct  because the Carpenter is hunting

Its looks like on your butcher situation: in order to get the food , the dorf needed is busy with hunting  :D
A caravan with food ? or assign the Carpenter labor to another dorf ( how long do takes that ?)

If they're out of workshop, somebody removed them or workshop was deconstructed.

That could be the case , because i got in a early stage a intruder (HH? ) and that creature has destroyed some workshops
DF world is never be the same and this time a unexpected hostile visitor

Now i must take precautionary measures to let not happen this again and got some ideas by making distracting
rooms filled wth traps.
Block also the main entrance in a mountain with some cages and there is also some more sophisticated defence.
 
Update: no the mugs were placed on a foodpile (overloooked the foodpile )
When  a workshop is destroyed then the mugs are dropped on a foodpile and if there were no foodpiles then dropped somewhere.

Seems also when the mugs are fabricated at the workshop and there are too many of them to store them in the workshop itself, then the mugs will be dropped in a adjacent room without use of a pile   
Correct me if i am wrong.

Locate the ones in trouble and sort out what the problem is (stuck up in a tree [supposedly fixed, as they're supposed to climb down, but it seems to happen a lot with fruit harvesters], or channeled away the ramp allowing them to return or...).

Two are : simulate kobem ( trouble on dwarven language ) ?
Some are hunting outside
One listen to music.: outside
One is sleeping now ( maybe com ebaclk from outside , because i just open DF)

Once the dorf is outside the fortress then finding him is difficult ?
I think all outside dorf activities lead to hunger and thirst, because they seems not coming back to the fortress.

Get the outside dorfs back in the fortress ?

There are no idlers, so every dwarf (68 ) seems to be doing something, but stil a warning about dehydrating
Mugs are enough and drinks too

So i think they work too hard and forget to drink?

How long will the fortress exists?
The peaceful civilizations are on a landmass separated by sea

The fortress has only enemies around
Can the be made holding somewhere ?.. i do have a Messenger

There is no penalty for hiding stones. You can even go to the stockpile screen and hide all stones on your map with H.

The stones on the floor can be hide then, if there is no penalty for movement

You can re-use single dumped stones via k-f to unforbid them. If you want to unforbid everything in your dump, it's d-b-c.
Keep in mind that you need to allow items from above ground via o-r-o if you want them to be included for dumping.

Garbage doesn't count in DF seems , that's way there is it possible to drop all items on one tile

It is by d-b-h to hide items Buildings to get a clean layout for rooms ( no stones to see anymore on floor)
But the stones remanin still in the room i think

Removing stones with a dump, that's a good idea don't know yet if the dumped stones can be reused.

I saw a player hiding stones  in a room for getting a clean room for placing new things in it.
Those hidden stones what do the cause ?

The dorfs stumbling around the stones and hindered by them?

Well soon at the start of the new fortress, suddenly the king appear on stage
The ruler of my civiization decided that my fortress is the place to be  :D
(never a dull moment in DF )

But he king has high standards and i don't know if the humble fortress at this stage can offer him some decent housing ?
I am afraid that the king must live under poor livingconditions temporarily and hopefully it has no consequenzes for the civilization where i live in.

It was a enormous corpses piles and get no chance for burial with coffins and it piles up the remanins , but a airlock needs fresh air so, there is channel needed to the surface of the fortress for fresh air.
Perhaps a windmill above ground  for suction ( if posssible ?), otherwise using a natural suction ( therefore wind strenght is needed)( i never looked  at the wind in DF if it was blowing outside the fortress )
