Asymmetrical: One side takes up creating and deploying biohorrors in an attempt to destabilize governments across the globe, netting Biomass for their actions. The other side is responsible for combating these horrors and tracking down and eliminating the lab. This would run similarly to an XCom arms race.
Personally, I like the asymmetrical version,

My group is inbound
  • Aetheon Not armored, fast, or strong, but has a way with words. He is known for his ability to incite men to do battle and whip natives into a ferverous horde to tear down his foes.
  • Sling A man with a sling, and the skills to use it. Accurate, deadly, and easily replaceable.
  • Finally there is Skolder A master at scavenging, repairing, and activating ancient tech in the middle of a fight. But he isn't much of a fighter otherwise.

This was it, The last straw... The mage slams his fist into the table. "IDIOTS, ALL OF YOU, YOU DON'T UNDERSTAND HOW MAGIC WORKS, YOU REFUSE TO WEAPONIZE SPELLS, AND YOU REPEAT YOUR MISTAKES OVER AND OVER AGAIN!!!" "And you, Digger, are uncooperative, curse our ideas, and don't disclose your models for magic"  Another member of the council replied.  "WHAT! I'M THE BEST MAGE YOU HAVE!" "NOT ACCORDING TO THIS COUNCIL. NOW GO. AND NEVER RETURN" The mage huffs on his way out "bunch of idiots, I could do things better on my own anyway. Maybe I should do just that"
He goes to the labs, taking everything he can, "Idiots, Lets see what they think when I return, I will have vengeance for this."
After leaving, he journeys to the mountains, seeking ruins. One day, three months into his journey, he crests a peak and lays eyes on what he sought. "AHAHAHAHA, I FOUND IT, I FINALLY FOUND IT!!! ARCANIS, THE CITY OF THE OLD EXILES!! NOW IT SHALL ONCE AGAIN BE THE FORTRESS OF THOSE IN EXILE, AND THE FORGE OF MY RETRIBUTION!! in his laughter he trips OH CRAP OH CRAP AAAHHHh" He rapidly tumbles down the mountain towards the city, and blacks out shortly after reaching the bottom.

Right, So from the discussion over on discord. I think I gleaned a pretty solid idea of how rune magic fundamentally works, which I will explain once I develop it a bit more. Besides that, I think I know how different types of casting work.
So Air gives us chants
in other words
(A)=Ch[]
thus
Water=potions
Earth=enchantments
Fire=High power single use attacks
Wood=Bodily enhancements.

Bellows of wind.
By imbuing our chant of wind into a bellows, we can create a much more steady stream of air, though still not constant. And by doing the same thing in front of a sort of "waterfall" of the resulting liquid iron, we can literally blow almost all the impurities out of the iron, taking almost all of the work out of making wrought iron, the first step in making good steel or great iron armors and weapons. Our craftsmen and artisans will then be able to forge masterworks of steel quite easily, or works of iron without the tedious process of making wrought iron. Plus it makes a fairly good weapon, creating powerful streams of air.

MCOOP Merethian Classified Orbital Operations Program.
By creating a set of boosters and extra tanks, we can create a skyranger variant capable of taking larger loads into orbit. With this we will begin the construction of an orbital operations platform in polar orbit. Designed as a spy station to relay down data on enemy positions to Oracle A, it is also armed with a CLAW laser to smite important targets. Of note is how this program is to be classified, and is top secret.

The drop bear was a good first step, but is held back by being single use, and hard to control. The Skyranger's new fans allow us to solve some of these issues. By miniaturizing the fan system used and pairing them with our X-wing arrangement, allowing our troopers the power of flight over a decent distance. Let them look up to see naught but death.
