Currently going for the vanilla Low Fantasy, may switch to a variant of it or make my own later.

I like this one better, it's just more interesting. Though, I feel like the cherub should probably be explicitly mentioned to be invisible unless you want them to have a light orb floating around them and making them stick out like a white jumpsuit at a funeral.

Discipleship Training school
Our cultists, in spite of their great faith, are lacking in their oratory, so we've set up a school to teach them various proverbs, parables, and psalms, making it much easier for them to convert people without giving away their intentions to the authorities. Secondly, we've included some basic teaching to sidestep verbal traps, and avoid getting into arguments they just can't win.

Communications Cherubs WIP
The importance of communication, on the field of battle and in the field of intrigue, cannot be understated, so we've decided to make a relatively simple cherub to enable long distance communication.
Roughly 5 cm in diameter and like the bright shadows, invisible, the comms cherub is not an intimidating sight (or much of a sight at all really), but it's power lies in what it allows others to do. Capable of telepathically communicating with other comms cherubs within 500 meters and "Attuned" individuals and acolytes within a couple meters. Attuned individuals don't really need any magic potential, so long as they aren't literally antimagic.

Thunderer Reliability improvement Projects
The Thunderer has a lot of potential, but it also has a lot of problems. The aim of THRIPs is to fix most of the more notable problems with the weapon system.
Firstly, we're experimenting with the shaping of the EIA "rails" to create a less chaotic mag-bubble and therefore improving accuracy and decreasing recoil. Secondly, we've added some basic EM shielding, stopping the Thunderer from bricking the user's electronics. Thirdly, we've worked on more efficient capacitive systems, noticeably cutting down weight and cost.

Eh, their scout cruiser can still outrun us in all likelihood, we really should design steam turbines and a ship built to use them. Personally, I'd prefer the new rifle and updating the Minnows guns right now.

The Shadow Walkers fall afoul of the exact same objections I had about the Muranids — not only may black ops of this variety simply not be appropriate for Heliel, but I don’t think that this is a great mechanism simply for establishing basic levels of influence.

Goodwood Bows
Our archers have been wanting actual war bows for a while now, but we lacked the resources necessary to make enough. Heliel pondered this problem, and eventually decided to mutate some of the palms that surround our little oasis, creating an orchard of high elasticity "Goodwood Trees" the equal of any yew for bowyery and much more readily available to us; allowing us to mass produce longbows for our archers.
