If that works, AND is made fairly cheap, I shall be EXTREMELY pleased.
Thing is, it'd probably be unable to get the ship out of atmosphere, which would remain expensive (barring the creation of a space elevator/discovery of some magical substance that allows you to have no drag, less mass or something)

Oh, this almost certainly wouldn't be used in atmosphere. There's not much we can do about the cost of getting it up to orbit, but there is one slight advantage; this method requires a lot less lifting to get ready for any sort of long distance trip (less fuel, etc), so it's plausible you could do it all with a number of Dragon launches. Plus, because the engine is pretty robust, it can be reused continually once it's up there.

If this proposal can achieve at least double the efficiency of ion drives - what could prevent us from constructing such engine on earth and extracting fusion energy at net gain?

Because it basically works by exploding a pellet of fusable material, and having the resulting explosion rush out the back; great as a propulsion method, less than ideal for extracting energy in the form of electricity.

The question I was originally replying to wasn't "will they?", it was "can they?". South Korea or, now that I think about it, China are their only physically possible options IMO.

Nuking S.K. would be stupid for the reasons you described, and nuking China... well, even brass balls as large as Jong Un would need wouldn't save them from the shit that would follow.

No, a dirty bomb is a convential explosive surrounded by radioactive matter (e.g. nuclear waste). It's only real difference from a conventional bomb is that uninformed people are more likely to panic (seriously, as a fallout dispersal technique, it's a joke).

I am referring instead to them packing one of their nukes (a large, radioactive object) onto a truck, boat, etc. and taking it across the border into Seoul, as said nukes are most likely too large to be mounted on a missile.

North Korea closes Chinese Border to tourists.

This is really starting to stop seeming like a bluff; shutting down both Kaesong and the tourist industry, they've pretty much killed what little foreign trade they actually have. That seems counterproductive if you're trying to bluff for greater financial aid.

More then ever, it looks like the littlest Kim is doing this for his military chops, and that way won't end well for him; either he declares war and NK goes poof, or he backs down, and just the Kim dynasty goes up in smoke.

So yeah, on that subject, aparently Assange is shooting for an Australian political office or something? Anyone been following this story?

Latest news I've seen; he's still planning to run for the Victorian Senate, other party members will shoot for W.A. and N.S.W., and his father is head of the party.

Also, a friend of a friend on FB compiled this; while I stress that it's not a guarenteed list of changes that will be made under the Coalition, there is apparently Coalition support for many of these policies.
He didn't link to his sources, but I believe he got the data from here, and there is additional discussion on the matter here. Considering that some of the proposed items include privatising the ABC (aww hell naw), I think it's safe to say things may be worrying in future.

EDIT: Here's his source. Caveat to earlier post; this appears to solely be a recommendation/opinion piece from the IPA. So, certainly concerning, but not quite terrifying yet.
