This is important, because that means you could double a partner at day end and blindside the town. Your argument that it's public is misleading as this could easily be a lylo-breaker and we wouldn't know until it's too late.

Yes, might as well give you the info since I don't think you can stop it. I can target a player and make them a nonvoter if I die the next phase, this change is permanent. I don't know how this interacts with other abilities.
