then their heads will be exploded by a huge demon! 
...will require a bit of modding and scripting, if possible at all.
...maybe a catapulot can be used to good effect to get the blood splattered wall decorations that are demanded by Armok.

More seriously though, traditionally scenarios are used to highlight specific game concepts, gameplay elements and mechanics in a game.
Goblin sieges are a good example, but so are trading, mining and food/booze production.
Nobles, economy etc.

Military interface - creating and managing your soldiers.
Defend a chokepoint. [say... a bridged underground chasm]-Your quartermaster recently got into a fell mood and took all your
active army to exact vengeance on a nearby goblin tower.
Nothing has been heard from them since granite when they reported
seeing the demon standing on top of the battlements.
Construction of catapults was in full swing.
Several days later on of the quartermaster's wardogs returns with it's
owner's head tied to it's tail with a xxgiant cavespider silk ropexx.
[The rope is dyed black with sliver dye.
The rope has a crude image in obsidian on it,
the design is of a burning dwarf.
A demon is mocking the dwarf.]
-A goblin army is due to arive in some time,
-You have little time to alter the layout of the defences,
as there are no picks and no loose stone...no trees either.
[no constructions! as they can be deconstructed for stone.]
-There are however a large supply of well-crafted weapons of all types.
-Also all citizens have been forced to spar with the troops by the tyranical
quartermaster and thus all have varying degrees of ability in wrestling.-Add some hints and suggestions on deployment and weapontypes.

The main thing that is needed for many scenarios is a way to have
open source scripts running inside DF, that can track [victory]conditions and affect game objects as well as provide customized interface messages.
But would Toady open up the innards of the game engine enough for such scripts to be viable?
