Thanks everyone, figured it out. And from now on ill just use Up/Down stairways for just about everything as a safety.

DF Gameplay Questions / Stairway Issue

I have run into this problem several times and for some reason I continue to do it...
I am on a freshwater swamp map so my fortress was built straight into the ground. So I have one downward stairway and directly underneath it I have an up/down stairway and on that z level my entire fort is built. That was all fine and good for awile. Until I went down one more level, I built another down stairway over the up/down stairway and then built an up/down stairway once i got down there. So basically all my stairways are lined up with each other.
And for some reason now no one can use any of my stairs, my dwarves cant leave the fort and they are all going to die of thirst, I really dont want to loose this fort and even if I abandon it the reclamation party wont be able to get under the ground... Im at my wits end with this thing.
Oh and its not allowing me to build any form of an upward stairway to the ground level whatsover.
