I suggest something a little more complicated, but virtually guaranteed to work.
1) Drain all but the lowest level of the magma pipe. (What you do with the magma at that point is your concern)
2) Cool the magma on the lowest level of the magma pipe, thus forming a solid foundation.
3) Channel a hole in the foundation, as to allow the pipe to re-fill itself (this will take some time, but you can use the magma drained from the pipe, lest you decide not to save it, to speed the process of refilling).
4) When the magma has filled to the next level, cool the magma, channeling out the sides to the desired shape.
4x) If you want a more interesting, and likely less time consuming method, fill the pipe entirely with magma. Cool magma on the highest level, in the shape of which you wish your tower to be, and allow the cooled magma to "collapse", and settle on the foundation. (If using this method, ensure your levels do not collide with the sides of the pipe, as to allow the level to proceed to the founation unobstructed.)
This method allows for the structure to be natural stone.
