DF Gameplay Questions / Caged Goblins

I'm currently into my 3rd year, and already my fortress is nearby impenetrable by any goblin ambushers, thanks to over fifty cages tactically planted in choke points.
Except now I've got an enormous hall of filthy goblins laying around. I've tried stripping them of their equipment, but the wiki only says to use the stocks menu; how I have no idea.
Second for the disposal itself, I've tried caging these greenskins in a room full of water, but no matter how long I keep them there, they just don't drown.
Is there another quick and effective way of conducting mass execution of goblins? And just how exactly do I strip the buggers butt-naked?
