This topic has been extensively discussed before, but I like your Goblin Tunnel idea.
It seems like it would still be possible to "cheat" the system by build building constructions around you three dimensionally, or suspending your fortress inside a pool of magma.
I guess the question is: at what point should a player's attempt to isolate the fortress from the rest of the world actually result in 100% safety for the fortress?

Yeah this is the perfect last dwarves scenario. In previous versions, having no dwarf civ meant you wouldn't get migrants (Except for possibly the first wave)
