I'm not sure if its because of the update to 39f, but these elves just will not drown. they've been sitting in a locked room full of water level 7, and they are just feeling melancholy. can elves hold their breath forever now?

that's insane imho. perhaps really productive forts get stronger monsters per siege, cause I'm on my third and each has only included goblins so far. Although I did get some kind of titan thing in between the second and third siege, but it wasn't really very tough, my military killed it without a dwarf casualty (lost two dogs)

My mayor took over a craftsman shop today and made "Thedakmeban Astelorstist, a Bituminous coal toy boat!" Wooo. And then he mandated a prohibition on the export of toy boats right after. The guy is obsessed.

awwww I thought you were having a problem with too many immigrants and needed help getting rid of them  :'(

Hell no! I had only like 6 dwarves left thanks to all of them dying of thirst or going insane or starving. Those 15 immigrants were desperately needed to man the farms!

things in a reclaim start off forbidden... which is probably why your beer was quenching thirst

Yeah, I have slowly been realizing the repercussions of that... unable to build on squares containing forbidden stone, having to unforbid bedroom items for them to be used, etc.

I recently reclaimed a largish fortress. Had a lot of problems with getting the fortress up and running under the new management, they were dying of thirst even though I had multiple water sources (including one indoors) and several available buckets, one of them died that way when I even had beer available. I think I solved that with Zones, but now I'm having a weird issue:

My immigrants are just hanging around the edge of the map they arrived on. They aren't coming down to the fortress to join the crew, and I'm worried they are just going to starve to death on the other side of the map. Is there a Zone or piece of furniture I need to place so they know where to go?

Hah, I just spent a bunch of time redoing two sets of reclaim dwarves that had this exact problem... i shoulda waited for the next release ;)
