Since World War II, we have been told that no major wars have occurred. In reality, there have been many small scale confrontations all over the world which have not developed into larger wars mainly because of Super-power pressure and fear of nuclear holocaust. But, the Superpowers are in decline. Japanese economic strength increases the U.S. deficit. New Soviet leaders are concentrating more on internal problems than foreign affairs. The days of purely military campaigns have gone. All modern battles have definite political objectives.
Today, the Middle East is as unstable and dangerous as any time since the Crusades. The Superpowers encourage their fighting cocks and try out their state-of-the art military gadgets. It is the potential cradle for World War III.
The latest such "test" of military weapons had its roots in 1996, when a famous Egyptian hotel mogul, Hisham Talaat Moustafa, was arrested in the Gaza Strip on allegations of supporting terrorism. There was the usual protests throughout the Arab world about this unjust action...
But this Egypt hotel mogul also happened to be a Senator of Egypt and a personal friend of the General Hosni Murbark's son, Gamal. To see one of his political allies removed from power would be a great blow to General Murbark. To let all his business assets (rumored to be worth a billion dollars) be seized by Israel...would be intolerable.
While the mogul was held in an undisclosed location for interrogation, Mossad reported that his brother, Tarek, financed a small private army of mercs. At the time, we merely thought that its main goal was to rescue Moustafa, and so boosted up security. However, it appeared we were WRONG.
After the murder of the Prime Minister of Israel in December 29th, 1996, our troops began cross-border raids into Egypt, in order to hunt down Tarek Talaat Moustafa and prevent his network from conducting any further destabilization of our country. The Egyptian government claimed that Tarek had no responsibility for the assassination, and furthermore called the cross-border raids a violation of the Camp David agreement.
To make matters worse, a reassertive Iran is opening up old wounds, and is blaming Iraq for supporting Arab separatists with both supplies and special operation troops. Our diplomats was busy laying the groundwork for a Military Pact, but Iraq would never be able to sustain a military offensive by Iran. Our main hope for having a lasting friendship within the Middle East...gone. We're going to face Egypt alone.

As the new Prime Minister, my goal was to protect Israel through these tough times. This was not what I signed up for when I entered into politics, but I did not look a gift horse in the mouth.
I first took a look at the data Mossad provided me on the Arab states.

I don't think you guys have actually proven anything. For all the general public knows, he could have been an innocent victim.

This may be hard to understand, Prime Minister...but we will not grant you a blank check to do whatever you want and upset the Middle East. Egypt and the US has been working together to counter the ever-present Soviet threat, and to spread democracy throughout the world. I do not want this situation to escalate out of hand and our friendship with Egypt to suffer.

Nobody said a war is going to break out, Ambassador. That's the last thing anyone want. The cross-border raids will continue, but we're going to limit them, in order to respect your concerns.


Yeah, well, whatever you do, don't restart your nuclear program. Nuclear proliferation will never be productive to a lasting peace in the Middle East. I'll try using whatever soft power I can in order to bring Tarek to justice.

There is a better solution, Israel. I got a list of contacts in Egypt, back during the first Persian Gulf War. Your intelligence agencies could use these contacts to foment unrest within Egypt, and eventually begin an insurgency. Establish a puppet government, or start a civil war, it doesn't matter. You'll live another day...


Mossad has been trying to get a list of Egyptian dissent groups for years! The government of Israel thank you greatly.

The idea of backing insurgencies really got me thinking about some of my rivals. Palestine actually have been fairly quiet these past five years, but with the war with Egypt coming up soon, it is rather likely that the Palestine problem will grow. I deploy some Israeli troops and requested from Mossad a list of dissent groups from the primary sponsors of the PLO: Jordan, Lebanon, and Syria.
The only major dissent group I was able to find was the "Islamic Unity Brigade" branch of Jordan. A very powerful Islamist organization desiring to unite Muslims together in a Holy Jihad to protect their faith from infidels. I didn't like working with the Islamists as any Israeli would have, but if the Islamic Unity Brigade focuses on overthrowing the secular Arab governments instead of attacking Israel, I will do what was necessary.Meanwhile, through the diplomatic channels, Lebanon, in no uncertain terms, denounced me for my close relations with Syria. And it is here that I convene the Cabinet for the first of many meetings.
"You see, Lebanon and Syria secretly hate each other, and you and I know that we both secretly hate both countries. Lebanon is getting angry that I am cozying up to Syria, but that's only because I don't like Syria threatening the Golan Heights, especially with rising tensions with Egypt.

I have been funding an insurgency in Lebanon to overthrow the country, while talking to Lebanon and pretending to be nice. Lebanon hasn't fallen for my charms, and now Syria is screaming at me for somehow talking to the evil Lebanon government.

So what should I do? Should I stop talking to Lebanon, and continue funding its insurgency, so as to appease Syria? Or should I start repairing relations with Lebanon and start upsetting Syria? Lebanon is an incredibly weak country, not even worth an alliance offer, and I don't want an Syria invasion. But at the same time, Lebanon---
