Up until the point when somebody declares himself Emperor, fighting on Byzantium II is prohibited - the only units that can actually attack other units are the undercover ones: the submarines, assasins, doppelgangers, SEALs. Note that assasins and doppelgangers(basically a better assasin unit) are great for killing off nobles, as they tend to ignore other units in combat, but are also forbidden by the Church, which declares war on whomever tries to research the technology associated with their training.
War with the Church means a visit from Inquisition squads(ridicoulously strong units, but arriving few in numbers), bent on razing all your labs. Should they manage to burn down all your labs, you loose all the technologies(techs cost "lab power" to maintain). Or you can repent and strike all the forbiden techs.

Let me give you a short answer: when you become an Emperor.

And a slightly more detailed one: every 10 years elections are held, when all the houses(and sometimes the Church and the Merchant League) vote for whomever they think should become a Regent for this term. The Regent can appoint three Imperial Ministries, namely the Imperial Fleet(lots of ships), the Eye(spying outposts across the galaxy) and the Stigmata Garrison(a whole planet with crack troops, under constant siege from the Symbiots - aliens).
Once the Regent is chosen, he can declare himself an Emperor, which leads to additional voting the next turn, which he must win as well. Then, after ten years from this second voting, the third one is held. Should he win this one too, he becomes the Emperor for real, and wins the game.
While it might seem hardly possible at first glance to win all those three elections in a row, you have to remember that one can always try and bribe the Church/League, or kill off the nobles of other houses on Byzantium II(where the elections take place). Suffice to say, that after somebody declares himself an Emperor, the ban on fighting on Byzantium is lifted, which may lead to a quick attrition of nobles on said planet.

Don't worry Mainiac. I don't trust Il Palazzo. And I am not in a alliance with him. It was nothing but a business transaction we had. In fact, I would be greatly disappointed if he does not betray, what ever the current agreement will be, sometime in the future.
I'm glad that my reputation holds. Wait, no, wrong. I'm dismayed that people tend to believe mainiac's demagogy.
Anyway, as M said, we're not allied.(also, alliances are terribly broken in this game, as I couldn't find a way of cancelling it other than declaring war, not to mention that they don't really do anything)
Are we still playing the game or are we arguing for real?
This has become a sort of standing point of this game, so try and get used to it. Every time me and mainiac start talking about the past, it turns into this sort of "conversation". I find this very educational, never again will I dismiss Israeli & Palestinian conflict with: "they should just talk about it".

It's your story, not mine. I did after all take all those units off your planet. Not to mention that I disbanded all the garrisons I built there so you can have an easy time retaking your cities. Then you started to talk about taking a dive during the elections, which in my eyes warranted leaving the last batch of units on your planet. Notice that I did not use them for anything but scouting until you broke the ceasefire. Which, according to your reasoning justified my decision to leave them there.

And that stack you've sent there to fight me, a ragtag band of clergy and militia with a couple tanks - easy targets for my (late)cruisers. But sure, you can believe what you want.
And how did I sacrifice my airforce? 3 units lost for your six is a good trade.

Many times I approached you with peace offers, but all it ever did was make you feel that you've got an upper hand and demand more and more to the point of demanding all my scepters.
By comparison, I removed my forces from Kish after a meager voting deal, just because I felt that I've caused you enough grief for your past deeds. And no, there was no buildup of forces on Malignatus, what you've met there, was exactly what I had prepared to shuttle to your homeworld on the turn of our ceasefire, minus the couple legions that I've transported to my farther colonies, while I still had my fleet. There was no question if you could resist over 15 legions of heavy infantry and artillery back then. Still, I showed my benevolence and proceeded to evacuate. And what, are you surprised that I've left a couple scouts on Kish after you openly stated that you're not going to keep the deal we've made?

See, you never had any will to make peace, as it was shown by the rigidity and absurd scale of your demands. There could have been no "honest negotiatios", for you were not open to negotiations, simply shouting demands.

And sorry, but a sentence like: "You never stopped being the aggressor.  You just got better at hiding it." is just paranoid. You can imagine everything you like, but it's your deeds that others will judge you by.

What else, "It was this perpetual warmongering that drove Pnx and I to blockade Istakhr and keep you contained." You mean that your invasion forces that I was slaughtering for the past few years were there just to "blockade" Istakhr?

Instead of trying to blame Decados for your losses, better notice how you've become the belligerent disruptive force that I used to be. Which had the same effect for you as it had for me.
It amuses me how well this game managed to simulate the urgency to maintain the balance of powers. And only with 4 people in play!

My, I just bothered to look at this! All this political intrigue has me interested in this game of yours.

Too bad I there aren't more screenshots or more in-depth info of whats happening.

I might have to look into it.
There's a brief history of events on first page. And you can always download the Li Halan save and see for yourself. Though probably we could make this game somewhat more "cinematic". I'm not entirely sure how, perhaps if I knew how to make a screenshot...

And so, the invasion of Istakhar has ended. The populace cheers the Imperial Fleet which cleared the skies of Li Halan scum.

I've found this weird bug. I had a stack of a couple PTS and a militia, sentried, together with a fast unit, which I moved to a next city. A while later I'm checking this very city, and lo and behold, my PTS and militia magically teleported there(8 hexes farther).
