If you don't mind learning russian, TimeZero is a decent permanent-world browser game. Not everything happens in-game, as in you can't just go out and start a city (or at least it was that way last I remember), but if you amass enough wealth you can start building things inside existing cities, like factories and stuff. The game mostly revolves around battling monsters though, and isn't as continuous as I'd like. Plus it's damn hard, and new players are sometimes very vulnerable to "old" players that like to monitor new people engaging monsters. On the flip side, some old players like to help new players that wind up against hard enemies. All in all, that game as I remember it wasn't as good as I'd like it. I don't know what it's turned into now, I haven't looked at it in several years.

Some of the game at least, was purposed to support hotseat, or splitscreen, or whatchamacallit play. At least I remember seeing a mention of "plugging two mice in" somewhere in the game's files. Somebody try that...

Just remember that there are different gem sizes, and there is at least one weapon that can't use normal size gems.

I meant to get a gem-free version of a weapon you already have. If you finish a level with it and go to the hall, it will save with no gems.

If you mean "a way to get a clean weapon without gems" then yes, but difficult. Artifact weapons (the two swords, the hammer from hammerball and axe from grim) always reset to clean when you drop and leave them in the training hall. To get a clean normal weapon, you have to play through the story or any other mode, find it there, and finish a level with it. Once you do that, you can have it in the training hall, clean.
No way to keep gems from the weapon that way though, but you can use the ice sword to obtain them beforehand.

Kagus, if you ever feel like it, swing the machine flail as hard as you can, horizontally, and let it go flying along the training hall. Then fly the other way. I once broke the world like that.

The buzzsaw doesn't save to the hall in 0.21. Known bug. Even the "all weapons in the hall" cheat doesn't let you have it there.

By the way, the lack of updates, according to rumors, is because the game is now "full swing" into the shareware sector.

It should be noted that there are at least two gem sizes (maybe three). The extra-large gem, usually the first red gem you get, can only be inserted into the largest weapons. Large gems can fit into almost anything, except the wooden mallet and the naginata blade thing. Small gems fit into the two mentioned, plus a few of the larger swords, where they complement the large gem.

Gem effects are:
Red - amplifies damage, fast charge. Deals progressively higher damage as it charges.
Yellow - produces heat and flames, slow charge. Can be used to melt metal objects and burn wooden ones.
Blue - freezes all surrounding objects, slow charge. After an object is completely frozen, it can be shattered. Gems can be extracted this way.
Green - can be used to pass through material objects. Normal charge. Has to be activated manually. Also seems to add to damage.

Be wary of any weapon with three fire gems installed. Once charged, any hit will produce a plume of flames, that will burn off your banners and can possibly melt the weapon you're using, plus damage you of course.

Which pinball minigame? The Hammerball one? It's not nearly as difficult as the basket-slicing challenge before it, just time a hit right a few times, you need just three decent hits out of 9.

Weapons you drop aren't lost forever. If you finish a level with a weapon, then it goes to the Training Hall. That's presuming it's a gemmed weapon. Normal weapons appear there as soon as you hold one for however a brief moment. But you have to throw away all your weapons to make a switch..

You can get a gem out of a weapon by shattering it.

To shatter a weapon, you, in turn, need the ice sword. If you haven't encountered it yet, be prepared to. Some guy will wield it sometime before you challenge the emperor.

Basically, you need a lot of luck on that one. Luck, plus some serious flailing skill. Get a flail (the spiky one you get after the flail-throwing will do), insert a gem of fire into it so that you can negate the ice gems, and concentrate on knocking the wielder out of the air, then pummeling his sword in full swing.

After you get the ice sword, you can extract gems out of weapons. First, charge the sword by dealing damage to the wooden block in the Hall, then get a second weapon (the shotgun will do), and approach the target gemmed weapon. Touch it with the machine's body - the weapon should become encased in ice. Use the opportunity and smash it to bits. The gem will fly out, but it will be difficult to catch in most cases. Don't worry - you don't lose weapons in the Hall, or gems from those weapons. It's an exploit actually - you can get as many gems as you like.
