Perfect for a noble's bedroom.

It's laughably easy to make a room high-value with just masterwork furniture and engravings, so why the hell would you waste artifacts on a noble?

Even the part about it being magma-proof wouldn't convince me to give it to a noble, unless I had a really hard time obtaining wood for new beds.

Er, where else are you going to put an artifact bed?  Your favorite tradesdwarf's room?  The nobles will get upset about "pretentious living arangements". 
Besides, it's not *that* simple to max out room value.  I'm pretty sure I've had 4x4 rooms done by my legendary engraver not be suitable for Counts.

A lot of people make one room for all their nobles-room-requirements.  An artifact or two there is the perfect way to counteract the penalty for overlapping rooms.

I finally tired of my latest fort (1x1 Cobaltine pyramid) and decided to induce a tantrum spiral.  All went well, it's finally winding down.  My second favorite part was when my Mary Sue multi-legendary dwarf went berserk and slaughtered the entire hospital ward then half my military.

My favorite part was watching a berserk peasant chase the stupid mayor-chef around in circles for a few days.  He finally caught up, grabbed her baby from her arms, ripped it's leg off, and tossed it aside.  Now *that* is a referendum!

I'll eventually reclaim with Kobolds.  Cobaltine gets it's name from Kobolds, you know?

'Chef' Athelkathil has been very unhappy recently.  She has lost a child to tragedy recently.  She was yelled at by an unhappy citizen recently.  She was very happy to be elected mayor recently.  She enjoyed starting a fist fight recently.  She accidentally killed someone in a fit of rage recently.

She had her baby's leg thrown at her by a constituent recently.  She is having second thoughts about being mayor.  She regrets annoying Armok by cancelling all those food production orders.
She is married to 'Grower' Clasphandle and has 3.7 children... for now.
She absolutely detests her life.

Further update: One of my champion wrestlers, finally went berserk.  With a mule leather robe in his left hand, a pig tail sock in his right, he set upon a child... he somehow removed both arms and legs, plus the child's head.  He may have used a nearby wall but I got the "struck down" message, not the "collision with an object" one.
Now waiting for my last two sane dwarves to dehydrate to death in a murky pool.  Fun :D

The hint sounds vaguely familiar but I don't get it at all.  Guess I'll have to wait a *whole day or two* to find out.  Somehow (dwarf fortress) I will survive!

If they killed the Guild Representative, the one who comes with every human caravan and negotiates what you import, then you don't get a replacement and can no longer as the humans for specific goods.
This also angers the humans, like seizing a caravan, though in my experience the other civs are very tolerant so I wouldn't say war is guaranteed.

If they actually killed the Diplomat, who the humans send to negotiate peace... you may be in an endless war.

Edit: Wiki reminds me the Diplomat appears to large fortresses for no purpose.  Same answer as liason, they won't like it, plus they may never declare peace.

Build expensive ropes or chains throughout the room.  I didn't know this worked until I saw a beautiful fortress on the df map archive, where high-quality dyed ropes were used for "carpeting".  Gives you a chance to colour the room, too (:

Goblins can swim just like dwarves: if they don't drown fast enough, they'll learn.  I learned this by using a roofless outdoor drowning chamber.  Cover the chamber and fill it to the top, and it won't matter if they can swim or not.

Martin's Morul, the most interesting dwarf in the world, was able to heal animals with Animal Caretaking.  He even had to set up a system to wound dogs without killing (too many) of them, in order to get it legendary.

My character is a human enchanter, quasi-scientific fire-of-human-ingenuity type.  There may be steampunk, there will be goggles, they may or may not do nothing.

I'd like to have a magitech pistol, the kind you have to reload between shots.
