1. If pollution laws are super lax (i.e. Arch-Conservative), you can find liberal mutants at the crack house at least.
2. Possible bug, but you could try doing riskier stuff, like killing conservative scum.
3. Learn some Dodge from the university (Gymnastics) and then go beat up genetic monsters at the corresponding lab.
4. It's probably random, like sleeper lawyers. Sometimes they can be in the right place at the right time, but not always. I'm guessing having more sleepers increases the chance, but I don't know.

This might seem silly, but the concept could vary according to the status of certain laws. As such, it'd have five separate levels. For example...

Arch-Conservative >> Colosseum - Involves fighting possibly more than one opponent and/or genetic monsters, unarmed or wielding melee weapons. Combat doesn't stop until one side is dead.
Conservative >> Extreme wrestling stadium - One-on-one unarmed fighting to the death. No genetic aberrations (except the mutant you might be able to sneak in!).
Moderate >> Boxing ring - One-on-one unarmed fighting that's generally stopped before one party dies.
Liberal >> Wrestling association - One-on-one unarmed fighting that's certainly stopped way before death. There's also an underground combat ring that works as the moderate-stage boxing ring.
Elite Liberal >> Nothing legal, but the underground fight club has grown harsher, and works under the rules of the conservative-stage extreme wrestling stadium.

The idea sounds a bit conservative but if its used, it should lead to attacks by mobsters on your safehouse.

Yes, it should, but only if your fighters end up winning too often. :P

According to the XMLs, cars indeed have a difficulty to find, and an apparent bonus to Driving rolls which could be interpreted as speed, handling or whatever.

What does the Teaching skill in its current version really give the player?  More grind, mainly.

...How exactly? Spend some time learning Education at the university and then you're good to go to start teaching liberals at a decent pace.

And from my point of view (and I think the game's), Teaching is more a politically neutral skill. It's a means to an end. There's liberal/moderate Teacher NPCs, and conservative Educators. Sure, you can impart new, radical ideas, but at the same time conservatives can use the same means to indoctrinate young people and teach them what's right. Keeping the populace ignorant for the government's benefit is largely an obsolete method by now, given the better alternative propaganda presents. Modern conservatives wouldn't stifle education, but rather strive to control it.

While I agree with the base concept of both your suggestions, I'd personally have Teaching indeed help interrogation, but conservatives would be able to resist accordingly by drawing from their firm knowledge base (Business, Science, Religion, depending on the teacher's argument) and their own Teaching skill. With various degrees of success, relative to skill levels, of course.

Hmm, I see. But keep in mind going on killing sprees also brings home a ton more heat, which becomes increasingly harder to manage as it mounts up (even with the recent, welcome tweaks). If you were to impose a combat-related juice cap per mission, you'd encourage the fighting liberals to be even more murderous, exacerbating heat generation. Unless you worked (exploited, if you will) the system precisely enough so that you stopped the bloodbath as soon as you realized you hit the cap.

Just food for thought.

But halving juice gains is quite the change. Increased (doubled, in fact) grind is indeed "only" an issue of boredom/annoyance, but I'd say that's a major problem when a game has to be, above everything else, fun!

So the question is why? What's the purpose of this change? How does the game benefit from it? How does it make the game more interesting?

I don't see why it's even necessary to tinker with the juice system at all right now. From my point of view, it's not like juice gains aren't reasonably slow as it is (and one of the major exploits for getting juice quickly is being dealt with). As for the Elite Liberal rank, it's fine as 1000/1000 given it allows high-end conservatives to remain threatening to comparable liberals.

So I vote for no change at all. My issue is with the grinding as well.

Well, alternatively, you could destroy evidence so to progressively invalidate criminal records, as more and more charges would have to be dropped due to lack of proper proof. Of course, the more conservative (and authoritarian) the corresponding laws, the less effective this method would be to slim down records.

Hmm, slightly off-topic, but... Would it be too easy if the police station had a hackable computer from which you could erase your liberals' criminal records with a successful (hard) Computers roll? Maybe you could delete one random record at a time, requiring multiple infiltrations to clean the entire LCS. Maybe sleepers in there should be able to tamper with the records as well, through an espionage option.

As Cthulhu said, the only real problem with this method is that you'd be seeding the copy to other people. Many Paradox games (including their own grand strategy series) don't use any form of copy protection, so there are no cracks nor keygens in the picture. If you torrent the game, you're getting essentially the same game you'd get from an official source. And if you have already paid for that copy, it doesn't make any logical difference where you get it from.

Now, I understand them not wanting torrents to be discussed on the forum, since that'd be a mess to regulate. Just banning all discussion of them seems easier, and it's a position which they've taken in regard to other subjects as well (like swastikas and nazism).

So, bottomline, don't discuss it and just do it. You paid for the game, which means you obviously deserve it. Personally, I'd have stayed the hell away from Steam and buy it through Gamersgate in the first place, but that's another story.

So I made it to Saturn without ever lowering the difficulty, and I'm getting consistently pwned on the very first mission there. The critters are real fast and manage to swarm my base real quick.

The laser would've come in handy, but it's so damn hard to survive with so much cash, enough to research it, AND enter the next mission with enough to quickly set up a reasonable defense. :/
