I think population is a factor too... that's what Toady said on the IRC channel, I believe. So I think it makes sense it stopped at 15. That's a lot of artifacts.

Well, in this case it makes sense: if a lone soldier charges a group of bowmen, he's gonna get pwned. Especially since he had no armor on.
