psychic weapons are "Made" by warpers right?
No, they are just very complex electronics. They are factory made. So, no, you can't destroy them by draining energy.

also, if i drained all of someones energy, would he collapse?
No. They just can't use psychic abilities. However since psychic weapons draw power from their wielder, melee weapons become normal and guns can't fire. Also, as I mentioned, guns are actually weaker than melee weapons so you could survive even if you got shot. Plus since you passively weaken psychic fields, killing that guy with your hands wouldn't be harder than killing a human. To sum things up, this isn't really such a dangerous situation.

Actually Psychic Control are pretty good at what they do and life is quite safe as long as you keep to yourself. About 95% (everywhere else psychics are one in a million) of the locals are humans and they live fine.

Bingo. Except as mentioned, not as bad, since those that want power are actually considered evil rather than being an average highlander psychic.

And of course, pretty blondes always got axed in murder movies...
This, on the other hand, is not true. First, I didn't plan to have him attack you, second - he's not the "big bad". You'll see.

 And also this is something I wanted to mention, for future POWER LEVELS!!!!!11!!!11 discussion: while Rebecca may sound stronger than Steve, they're actually about equal. For Rebecca to use her power, she needs to concentrate and imagine the result she wants to achieve. Her power is pretty much limitless...as long as she can focus. Steve can only create objects that exist somewhere in the world. He's actually "copying" rather than creating. This means his power is limited to things that actually exist, but he uses his power much more easily. Rebecca couldn't create 100 blades like Steve, because the human mind can't imagine 100 objects at the same time, while Steve can create as many objects as he wishes and the size of the things he creates is limitless (once again, you couldn't imagine an entire planet at the same time). On the other hand, Steve can only create specific objects, while Yukari Rebecca can create or destroy anything including energy and abstract concepts (such as her "frame" ability).So, yeah, POWUH LEVUHL DISCUSHUNZ!!!!111!!!!

It's only after I wrote this that I notice you mentioned tropes in the OP. Weird.
Accepted. Couldn't think up anything for "genre savvy" so I went with "computers" and gave you the unoriginal but fun power of electricity. It will get more exciting in higher levels. That was "4" on the roll, by the way.

 ...Was there an RTD with this name before? I can't remember, but I'm quite sure it's dead. I chose the name because of TV Tropes anyway... >_>

 So, due to boredom, I decide to create another RTD. The plot is going to be quite loose and I'm going to go with the philosophy of "just act according to what the players do". The game itself is going to be difficult and the rolls are going to mean A LOT since combat is going to be fast and dangerous. Also I'm experimenting with an idea I got earlier: powers determined by roll. While you can get stronger, a lot will be decided by your first roll. Think "superpower lottery". So, yes, an RTD for masochists. I'm even going to let the same person join twice if he feels like it since I predict a lot of death.   
 ...Yeah, honestly I haven't thought this through a lot, but I've seen worse.

(Nirur used "telekinesis" as an arrow-ish attack. Could I use, for example, "heat" as a fireball spell, "harden" as a paralysis/petrification spell and things like that?)

 Seeing no other choice, Astaroth keeps fighting. (If the GM let's him) Before continuing to bite and claw enemies, the dragon attempts to use his heat spell to create an aura of flames around him, to damage nearby enemies.

 Damn it! How many of them are here?! It seems I have no choice.
 Astaroth attacks as quickly as he can, trying to kill the enemies with experimental weapons before they get to use them. Before closing in, the dragon uses his breath weapon.
