If we convince Tracy that staying in Jamestown was but a hurtful stagnation and that we're offering better perspectives, she can be useful. Sort of. You know, most twins are. They can drive your car for you, kill twice as much people with you, and are very fit for some tearjerking sister backstory. Not to mention her having all info about our new identity.

We drive to... er... where other people decide. Right now it's Alabama.
Stockholm syndrome time! Hide our pistols in the glove compartment, take Tracy's cellphone and put it in our jacket. Turn the radio on. When Tracy wakes up, start talking to her. Tell her that we drive to insert_state_name. Explain that we have no moral qualms killing people, but find her an interesting companion, therefore she has excellent chances to live, provided she doesn't turn against us.
"I can't trust you until we know each other, so let's exchange questions, shall we? First question is mine. Where in this car can one of us hide when the cops check our documents? Their lives depend on your answer."

Ring the bell. If our "twin" shows up, listen. If nothing is heard from the apartment, pop inside while closing the door and threaten her with a knife until we are able to draw our pistol. If there are other people inside, look at her in shock and say nothing for a few seconds. If it is not the Tracy we search for, leave.

You didn't specify that we picked up her wallet. If we have her wallet, not only we can take her passport and a car - we have to. She will probably notice the loss of wallet and report to the cops by the end of this day, so it becomes invalid too fast for us to leave Florida.
Fleeing is delayed for now, we're gonna get legal.

Instead of cluelessly looking in a phonebook we find Tracy by address book, go to her house, examine nearby alleys, mark the ones that lead to sewers, find a brick and a bottle(kerchiefs should be on), look if we can go in and out of sewers by ourselves.

Actual silencers don't work like a towel does, but towels do, although badly, focus the noise in one direction and muffle it in the others. A pipe makes it sort of real, though.
I'm a type of foreigner who's bad at States' geography, so next few turns are on you, Evergod.

We'll still try and get an ID before fleeing. Let's try our luck one last time. Find a public phonebook, search for Tracy Heller. Maybe this really is her last name. New action at #100.
