Probably what happened is that you initially dug into a different biome that didn't have an aquifer. You can have lots of biomes in one embark site (I've seen as many as four and I'm sure more are possible if you're lucky), and each biome has its own layers and possibility of aquifers.
Is it unfair that my world painting can reliably produce maps with all 10 of the search-able embark features in a 6x6 area?
This time, I downloaded an unmodded copy of d11, copied over my init file, my world gen file, and the tileset.
Included stuffs:
HFS, Underground River x3, Aquifier, Underground Pool, River x7, Chasm x2, Bottomless Pit,Flux?, Sand, Magma pipe, Magma pool -=- No exploration of location yet though -- all races, year 2, no reject in gen. And plenty of alternative sites available throughout.Spoiler (click to show/hide)

You need to create a thread for this map. It's pretty awesome and definitely rivals Dwarf Heaven.
Pre-recent optimizations, on an E8400 clocked to about 3.7Ghz, I can manage 30+ FPS with 200 dwarves and 200 animals, a lava moat, a working aqueduct system that is capable of being pretty well controlled, on a 9x9 mountain map with about 90 z-levels and a real river, a cave river, chasms, a volcano, and potentially HFS that I haven't found yet. I haven't done any sort of metagaming to improve my FPS, either, and I have all options enabled. I imagine you'll get similar or better.
