As for minor nations, they do not conquer, do not diplomatize, they do not make Improvements, and they have a single army behind fortifications (+2 for them on default, +1 if you have Howitzers). Defeat that in combat and the Minor Nation is yours.

Retcon applied and next map will have academy in 55 not in 7. South Sweden transferred to Karelia and the next map and status log will reflect that, too.
