Ye, I will think of something. Maybe +1 per 3 armies attacking the province? This would become +2 at 6 armies, +3 at 9 armies etc.

Ye. Monarchies require to grab lots of territories (or start big but that's not hard given how many Points they have) to be able to keep-up with other governments in terms of research.
Research pacts should help next game, given they're flat bonus based on total amount of academies in both countries.

The guards stopped sniffing flowers and watching the sun and moved onto Fezz and Grifen, ignoring Miguel. Apparently old men aren't a threat.
While Fezz fell down, Grifen fought like a lioness and placed few bolts in the bodies of the palace guards.
