You can fairly assume that's all that is between Setine and Riem is wildland with occassional hunting camp/woodcutter's outpost at outskirts (that's why Matilda booked a ship to Riem instead of taking a stroll by the coast).
Most of the affiliates are agricultural; the highest ubranization is in Troian Empire and Kretos. Affiliates don't have many cities - these are shown on the map - and only a handful of smaller towns. The rest are clusters of agricultural settlements. Port Eastway is an exception - it's a busy trading/maritime port but not a huge city, and was plopped on map only due to its naval importance.
Plus you have two vaguely large, non-inhabited areas; the greyish island and wasteland swamp, with the latter spewing toxic mist and monsters, two reasons for which you don't really settle near it until you really have to.
But yeah - FEF1/FEF2 landmass ain't huge by any degree
