Shamans doesn't have ranks in staffs in the tabletop. Only Sages and priest/monk derivatives.

This begs the question: Can the Rescue staff grab someone who is rescuing someone?

It can grab anything that shows on the map as a single unit.

Anything that's not enemy and is on the map can be Rescue'd.

I'm surprised you haven't thought of this before ;P
