Diplomats send news; apparently, Rucus and the Republic are simply dealing with bandit problem within Rucusian borders. None but the most unintelligent of your courtiers believe this.
The Spymaster brings information; counting up previous numbers with those spotted marching through northern Damdamia, the apparent invasion force now numbers twenty thousand.

The worse situation is with t'chai leaves. The recent shortages of these aromatic leaves have not only brought loses to the merchants' pockets, they also believe that it might be Eldrican court that is curtailing their efforts in the west.
