You decide that cutting down Army's costs by supplying it with steady, secure source of steel is the best bet.

Just as you send the envoy away and prepare to invite dwarves or the artisan over, the guards come over and mention that a messenger from Orcworld Fortress has arrived, bringing urgent news.

A) Urgent news? Get him in right away!
B) Orcworld can wait. Bring in the dwarves!
C) Orcworld can wait. Bring in the artisan!

The envoy from the north is let in first.

The report he carries mentions that the iron mines are already exceeding all expectations; the quality of the ore turned out to be really high, and already the local furnaces are making weapon-grade cast iron and even steel alloys without much hassle.

The Treasurer approaches you with an idea.

"Emperor, while we could profit from selling of steel wares or weapons outside Methiant, I believe it would be better if we were to devote the iron mines to exclusively supply Methiantese Army. It could potentially lower the maintenace costs of our superior military by as much as a fourth or a fifth of what we pay today."

A) "I'm sure we can get more money from trading the steel away, to someone, somewhere."
B) "Less money spent on the Army means more money in the Treasury... I like the sound of that."

You send in elements of the Shadowranks and the Army to help the city guards crack down on the lawlessness the spice trade incurs, and agree to accept more t'chai leaves from Sim Empire, too.

The crackdown on spice 'mafia' was successful. Some people unfortunately departed to the afterlife and several influential families (and people tied to them) got a little miffed, but otherwise the problem has been solved smoothly.

Glasswork brought some profits, and again Springwine sold within exceptations. There has been curious lowering of demand for t'chai and spices, which forced the Treasury to lower the proxy pricing of these wares. Even then, some profits were made.

A really busy day in audience room awaits you, Emperor! An official sent by the colony governors in the far north has come with report on the iron mines, a skilled artisan and jeweller is also here, asking for financial support, plus there's also a group of dwarven coinmasters who, on behalf of their High King, wish to indulge in some financial cooperation between the dwarven halls and Methiant Empire.

Who gets the priority?

A) The governors' envoy.
B) The artisan in need.
C) The businessdwarves.

I suggest something more like a D: "Would you care for some extra money to help you expand those plantations then? I'm sure we can come to some kind of partial ownership agreement..."

No. From both logical, political and especially logistical point of view, this is absurd.

You pay for the necklace in full. The dwarves are given money, and they pass the necklace into hands of the Advisor, who hangs it on your neck. For the size of its links and the gemstones used, it feel suprisingly light.

The dwarves leave in less than an hour, taking your wealth in covered wagons.

1196 AD, Midsummer

A reply from Mahjar Sim arrives; unfortunately, currently the plantations in far eastern Sim would not be able to meet your demand, and he would rather not anger his southernly trading partners by cutting flow of spices to them just to redirect them to Methiant.

In an afterthought, he asks whether Emperor of Methiant would be interested in more tchai leaves, for his land has still plenty of them to share.

As for the spice dilemma...

A) Well, there we go - no more spices for peoples of Methiant!
B) Time to get rough and bring order to the spice-snorting crazies out there!
C) Get me the Edicts' book, the Trade Commission will handle prices and rationing of spices!

As for extra t'chai leaves...

A) We gonna buy extra and then have noone to sell it. Nuh-uh!
B) Fine, extra t'chai leaves, extra hot drinks for us!

You send a message to Mahjar Sim, asking to increase amount of spices sold.

Few days later, the dwarves emerge from the dungeon. In their hands, a large chain made of golden links, each eye fitted with either a black onyx or a white opal.

"This is the necklace of persuasion that we've made for you, Emperor Yoe of Methiant, per our agreement. Now, again, per agreement, we wish to be paid in full."

A) "How about postponement? I kinda like my Treasury being full!"
B) "There has been change of plans. Guards, get rid of these dwarves!!"
C) "Of course, you will be given the money in reward for your service."

You agree to the price the dwarves demand for their artifact.

"Then we will descend into the deepest parts of your dungeon, so in the safety of the darkness and earth we can create the marvel you requested." And so they did.

1196 AD, Summer

It seems that the demand for spices is really going up!

Prices are rising, and while that might be good for the Treasury, people are fighting over it. Already the city guard is investigating several thefts, assaults and even deaths related to the spice trade, the possession of it and apparently 'priviledged' status associated with one being able to afford them - or to afford them more than the nearest neighbour.

A) This nonsense is definitely a sign that our people cannot be given spices anymore!
B) We gotta stomp down on the 'spice nobility' and bring order to the streets at once!
C) Where's an Imperial Trade Commission where you need one? In the Edicts of course.
D) Time to send a message to Mahjar Sim and negotiate greater supply of spices.

You decide to go with your heart and establish the Calendar of various festivals, with venues, artists and organizators being paid by the crown. You also send for dwarves to come and create you an artifact.

1196 AD

You look through the window at your bedchamber, you look outside and you see soldiers on the walls, warming their hands while the Deathtubes, wrapped in cloth, stand nearby. You see the dark barrels of the siege machines that will shoot metal projectiles at ones besieging the capital.

This is not a sight reserved only in the capital, or just Methiant, too; Eldricans have Fireblood, Cydwyllians have Fireblood, and others outside your borders do too. Allies and enemies are developing their own machines of destruction, and those who cannot end subjugated or pushed into the margins of wilderness. Old fortresses fall under fiery showers of lead, new ones become twice as hard to crack with complement of guns on their battlements.

And its not only states and armies that mingle with the deadly black powder; how often you saw young alchemists earning a penny by mixing up powdered metals with a pinch of Fireblood to create sparkles and lights of different colors, to delight of young screeching children? It seemed so natural of a sight just yesterday, when you were on your way to visit the royal barracks.

As you look outside the window, you realize that you're the witness of something special occuring.

A dawn of new Era; the world is no longer bound by mysticism, feudalism and piety, but rather full of mental freedoms and ripe for conquest by wielders of Fireblood; Fireblood the utility, Fireblood the killer, Fireblood the great.



The world has passed from the Age of Iron into the Age of Fireblood!

Access to Fireblood will no longer yield great benefits.
Lack of Fireblood access will grant penalties.
Fortifications will have lesser effect in warfare.
Industry and sciences will progress more rapidly.

The dwarves have arrived. The whole group of them are smelly, and with unkept beards, they bow before you, rubbing their hands and showing their golden teeth in ugly grins.

"Greeting, Emperor Yoe. We hear that you need our services, and so we are here. As you're a skilled warrior but troubled statesman, we offer to make you an enchanted necklace that will boost your presence and rhetoric, making you able to move the frozen hearts of even most stubborn of your opponents." They give your Treasurer a hastily scribbled scroll, and he furrows his brows, turning to you.

"Sire, they demand two-thirds of Methiantese treasury for this item!"

A) "That is mighty fine! Let them begin at once!"
B) "This is an absurd, a robbery! Get out of my sights, smelly shortstacks!"
C) "Mayhaps there's room for negotiation, yes?"

Matters of military hierarchy, philosophy of war and development of military tech.

Matters of administration and government.

Issue the Bill of Rights:
A standarized code of basic laws of the common peoples. Even if peasants will have nothing else left, they will always have their basic freedoms, helping ease their minds in times of emergency - and perhaps allow the spirit of liberty and humanism to blossom (for good or worse).

Establish Passage Tax: (once in effect: 1142 - 1169 AD)
All those travelers, adventurers, merchants and others are moving through the country for free! Let's establish a tax for those entering and leaving our country - this will earn us nice profits each year, although it might slow down immigration and convince some merchants to seek passage through elsewhere.

Establish Scaling Tax:
At the moment, people are taxed on per-household basis. Let's squeeze extra money from those who earn a lot; noblemen with holdings, successful craftsmen and rich merchants. Of course, all of these might not like the idea of having to pay more than a lowly peasant working the fields.

Matters of religion, culture and art.

Establish Calendar of Festivities:
Rather than throw a festival every few years to celebrate a bontiful harvest, let's instead establish a cyclic and stable calendar of state-sponsored festivities for the whole year. This will cause a drain on the Treasury, but hey - people love festivals!

Proclaim Religious Equality: (once in effect: 1135 - 1172 AD)
Travelers, merchants, immigrants; they all bring new beliefs and philosophies into the country. Rather than fight those foreign influences, it might be best to allow all peoples free worship on equal level no matter the size and beliefs of the congregation, to help all different worshippers achieve a certain degree to harmony and peace.

Pass Advancement of Religion Act:
To ensure that the state faith continues to remain strong and undivided, we should sponsor religious studies and schools as well as institute calendar of theological councils to quickly address changing times in the country and influence of foreign cultures and religions upon our Imperial subjects.

Enforce Religious Unity:
Strengthen the nation and culture of the Empire by disallowing foreign faiths to preach freely in the Empire, as well as prevent rise of sects, zealots and fanatical schismatics amongst the clergy by declaring heresy a crime against the Empire, the Emperor, and his subjects.

Promote Missionary Orders:
Promote our faith outside the Imperial borders with monetary and political support from the Crown for the preachers and missionary groups. This will surely strengthen our state religion, on the other hand, it will probably upset religious minorities within the borders and our 'heathen' neighbours outside them.

REVOKE EDICT: Revokes a previously implemented edict, either to cut spending, appease some disgruntled subjects, or both. On the other hand, it might tick off some other peoples, potentially causing a deadly cascade of discontent.

Late Spring, 1135 AD: Established the Fireblood Court:
Creation of a specialized military branch devoted purely to development of Fireblood arms to ensure they are aplenty and of best designs around. This will allow to centralize the production, research and budgeting of Fireblood weaponry rather than having some errant alchemists and engineers running around, trying to make things happen.

End of Year 1139 AD: Established Recruitment Offices:
Mandatory training for youths is a good thing, but after bloodier-than-usual wars, there might be shortage of men to replenish the ranks. If we were to expand on the royal bureaucracy to include offices for traveling civilian recruiters and offer citizenship grants for mercenaries and travelers looking for a new home, our Army could refill its ranks much faster.

End of Year 1140 AD: Established The Council of Statesmen:
Creation of a small council of governmental officials who will be tasked with helping the government run smoother alongside traditional advisors, and, of course, the monarch himself. This will help strengthen the Imperial Authority, even in dire times, and help pass edicts quicker, although giving even more political power away from the throne than in the past might become a source of troubles one day.

End of Year 1146 AD: Established Diplomatic Corps:
Creation of a small but highly professional cabinet of diplomats and ambassadors that would visit neighbouring countries on regular basis to strengthen ties with nearby rulers and their nobles, and maybe even develop favorable treaties with them.

Summer 1152 AD: Issued the Codex of Training Regimen:
A set of efficient (and slightly draconian) requirements and practices of training to ensure that the Army gets only the best recruits of them all. This will make the Army much better in combat, although there might be a problem to fill yearly recruitment quotas sometimes.

End of Year 1153 AD: Established the Shadowranks:
Politics often involve underhanded tactics. A castle full of commoner staff and visiting foreigners just asks for a disaster to occur. Let's have the military form a professional division of most loyal of soldiers, who would protect the Emperor, his family and important state officials, during the day, night, war, peace, revelries of festivals and monotony of daily life.

End of Year 1156 AD: Expanded Primogeniture Law:
A string of bad luck can render a monarch without a male heir or cause succession debates. Rather than risk some unpleasant consequences of such a situation, it might be better to allow a skilled female to ascend to the throne, especially if she is as good at matters of the governance as any other ruler.

End of Year 1158 AD: Enacted Settlement Policy:
Guarantee that those willing to settle in previously undeveloped lands or territories yet unclaimed by any nation will be given a certain amount of money to help further their effort. However, this might cause a severe drain on the Treasury, especially during times of sudden, mass migrations to the countryside.

End of Year 1159 AD: Introduced Elective Succession Laws:
Sometimes a firstborn might be below average in terms of his skills to rule the nation, but there might be no other alternatives left, even amongst females. Elective Succession will allow the monarch to select the most skilled to inherit the throne, even a distant (or foreign!) relative of the successor, although this might cause problems with less gifted yet highly ambitious relatives of the next ruler, as well as local nobility.

Late Autumn, 1160 AD: Proclaimed Dissolution of Cloisters:
There are some faiths that are living and dwelling in estates and keeps that once belonged to the Crown, hoarding wealth within! We should force them out, restoring the important buildings to our governance as well as profiting from the stored treasures. Obviously, the worshippers of the faiths in question will be angry about this.

End of Year 1164 AD: Established The Royal House of Learning:
Scholars scribbling down books in secluded libraries and scriptories should be a thing of the past! Let's instead establish a centre of learning, where those of intellect can exchange ideas and educate those willing to learn. It will help the nation develop technologically, although maintenance of this beacon of enlightenment will obviously require yearly costs.

End of Year 1166 AD: Adopted Fireblood Infantry Tactics:
Fireblood weapons are currently slow to load and rather inaccurate, but even one in dozen of shots is bound to hit someone. Some believe that infantry should be given hand-held Fireblood weapons, which would be fired en masse against the enemy before melee combat, while horsemen equipped with melee weapons attack the flanks in glorious charges or mows down those who were lucky to survive the rain of hot iron.

End of Year 1174 AD: Endorsed State Patronage of Arts:
To help develop the nation culturally, set aside certain amount of budget money to sponsor sculptors, poets, musicians and painters. It will be a constant drain on the Treasury, but think of how prestigious your nation will become, what with those masterpieces of art popping left and right!

End of Year 1176 AD: Established Royal School of Cartography:
People come from near and far, yet we know little of the places they visit, the royal scribes clinging to rumors, hearsays and random tales of strangers. A proper society of cartographers and scholars at the House of Learning could help expand our knowledge about the region, and the continent - who knows, maybe entire world in the far future!

End of Year 1191 AD: Adopted a State Religion (Pantheonism):
Pantheonism has become a major religion amongst our subjects. To foster unity of our subjects against foreign religious influences, we should establish Pantheonism as the state religion, with all others nowhere equal to it. The Pantheonist clergy will sure view it in a good light, too.

A) "As much as it pains me, I must once again decline - even if we really should expand our bureaucratic machine, the general situation and atmosphere of the land prohibits such drastic measures to be stamped with the Imperial seal!"

"Furthermore, the scribes finished updating the Imperial Map. Please have a look, my liege."

All orders apply only to the situation at the start of your phase. Do you own Railroads in Province A by then? Sure, you use them. No? Then you can't use them. Can you build PI's in Province B at the start? No? Then you later in the phase either.
