Issue the Bill of Rights:
A standarized code of basic laws of the common peoples. Even if peasants will have nothing else left, they will always have their basic freedoms, helping ease their minds in times of emergency - and perhaps allow the spirit of liberty and humanism to blossom (for good or worse).

Establish Passage Tax: (once in effect: 1142 - 1169 AD)
All those travelers, adventurers, merchants and others are moving through the country for free! Let's establish a tax for those entering and leaving our country - this will earn us nice profits each year, although it might slow down immigration and convince some merchants to seek passage through elsewhere.

CULTURAL EDICTS:

Matters of religion, culture and art.

Establish Calendar of Festivities:
Rather than throw a festival every few years to celebrate a bontiful harvest, let's instead establish a cyclic and stable calendar of state-sponsored festivities for the whole year. This will cause a drain on the Treasury, but hey - people love festivals!

Adopt a State Religion (Pantheonism):
Pantheonism has become a major religion amongst our subjects. To help the faith unite all the peoples in the Empire, we should establish Pantheonism as the state religion, with all others being tolerated (or not!) but nowhere equal to it. The Pantheonism followers and clergy will sure view it in good light, too.

Proclaim Religious Equality: (once in effect: 1135 - 1172 AD)
Travelers, merchants, immigrants; they all bring new beliefs and philosophies into the country. Rather than fight those foreign influences, it might be best to allow all peoples free worship on equal level no matter the size and beliefs of the congregation, to help all different worshippers achieve a certain degree to harmony and peace.

REVOKE EDICT: Revokes a previously implemented edict, either to cut spending, appease some disgruntled subjects, or both. On the other hand, it might tick off some other peoples, potentially causing a deadly cascade of discontent.

Late Spring, 1135 AD: Established the Fireblood Court:
Creation of a specialized military branch devoted purely to development of Fireblood arms to ensure they are aplenty and of best designs around. This will allow to centralize the production, research and budgeting of Fireblood weaponry rather than having some errant alchemists and engineers running around, trying to make things happen.

End of Year 1139 AD: Established Recruitment Offices:
Mandatory training for youths is a good thing, but after bloodier-than-usual wars, there might be shortage of men to replenish the ranks. If we were to expand on the royal bureaucracy to include offices for traveling civilian recruiters and offer citizenship grants for mercenaries and travelers looking for a new home, our Army could refill its ranks much faster.

End of Year 1140 AD: Established The Council of Statesmen:
Creation of a small council of governmental officials who will be tasked with helping the government run smoother alongside traditional advisors, and, of course, the monarch himself. This will help strengthen the Imperial Authority, even in dire times, and help pass edicts quicker, although giving even more political power away from the throne than in the past might become a source of troubles one day.

End of Year 1146 AD: Established Diplomatic Corps:
Creation of a small but highly professional cabinet of diplomats and ambassadors that would visit neighbouring countries on regular basis to strengthen ties with nearby rulers and their nobles, and maybe even develop favorable treaties with them.

Summer 1152 AD: Issued the Codex of Training Regimen:
A set of efficient (and slightly draconian) requirements and practices of training to ensure that the Army gets only the best recruits of them all. This will make the Army much better in combat, although there might be a problem to fill yearly recruitment quotas sometimes.

End of Year 1153 AD: Established the Shadowranks:
Politics often involve underhanded tactics. A castle full of commoner staff and visiting foreigners just asks for a disaster to occur. Let's have the military form a professional division of most loyal of soldiers, who would protect the Emperor, his family and important state officials, during the day, night, war, peace, revelries of festivals and monotony of daily life.

End of Year 1156 AD: Expanded Primogeniture Law:
A string of bad luck can render a monarch without a male heir or cause succession debates. Rather than risk some unpleasant consequences of such a situation, it might be better to allow a skilled female to ascend to the throne, especially if she is as good at matters of the governance as any other ruler.

End of Year 1158 AD: Enacted Settlement Policy:
Guarantee that those willing to settle in previously undeveloped lands or territories yet unclaimed by any nation will be given a certain amount of money to help further their effort. However, this might cause a severe drain on the Treasury, especially during times of sudden, mass migrations to the countryside.

End of Year 1159 AD: Introduced Elective Succession Laws:
Sometimes a firstborn might be below average in terms of his skills to rule the nation, but there might be no other alternatives left, even amongst females. Elective Succession will allow the monarch to select the most skilled to inherit the throne, even a distant (or foreign!) relative of the successor, although this might cause problems with less gifted yet highly ambitious relatives of the next ruler, as well as local nobility.

Late Autumn, 1160 AD: Proclaimed Dissolution of Cloisters:
There are some faiths that are living and dwelling in estates and keeps that once belonged to the Crown, hoarding wealth within! We should force them out, restoring the important buildings to our governance as well as profiting from the stored treasures. Obviously, the worshippers of the faiths in question will be angry about this.

End of Year 1164 AD: Established The Royal House of Learning:
Scholars scribbling down books in secluded libraries and scriptories should be a thing of the past! Let's instead establish a centre of learning, where those of intellect can exchange ideas and educate those willing to learn. It will help the nation develop technologically, although maintenance of this beacon of enlightenment will obviously require yearly costs.

End of Year 1166 AD: Adopted Fireblood Infantry Tactics:
Fireblood weapons are currently slow to load and rather inaccurate, but even one in dozen of shots is bound to hit someone. Some believe that infantry should be given hand-held Fireblood weapons, which would be fired en masse against the enemy before melee combat, while horsemen equipped with melee weapons attack the flanks in glorious charges or mows down those who were lucky to survive the rain of hot iron.

End of Year 1167 AD: Established Imperial Trade Commission:
To ensure stricter and better control of trade in the Empire and through its borders, an imperial guild of trade and commerce should be created. Its officials will keep an ever-vigilant eye on market trends, supply and demand, as well as establish and maintain favorable tariffs and taxes on goods, and help our merchants gain upper hand over foreigners. Hopefully, they will avoid price gouging, corruption, favoritism and other nasty things.

End of Year 1174 AD: Endorsed State Patronage of Arts:
To help develop the nation culturally, set aside certain amount of budget money to sponsor sculptors, poets, musicians and painters. It will be a constant drain on the Treasury, but think of how prestigious your nation will become, what with those masterpieces of art popping left and right!

End of Year 1176 AD: Established Royal School of Cartography:
People come from near and far, yet we know little of the places they visit, the royal scribes clinging to rumors, hearsays and random tales of strangers. A proper society of cartographers and scholars at the House of Learning could help expand our knowledge about the region, and the continent - who knows, maybe entire world in the far future!

The Advisor hurries into your chambers and opens the Scrolls of- wait, is this fresh, yellow linen? Did they exchange the damned moldy cloth for once?

You can't believe this until you spot discoloration on the edges. Rubbing your fingers a little there, you quickly discover the ruse - they merely sewed another, clean cloth over the ancient moldy scroll.

"Careful, Lady Empress, you will tear the Scrolls!"

"But they're falling apart by themselves! Can't you get rid of these and just write up a new set?" You stare at the Advisor, who stares at you in such a way as if you have just insulted his ancestors up to ten generations back. He regains his composure, and gently lays the scrolls on your table.

You grimace at the sight of that very low Economy score.

"As you can see, the Treasury was almost empty. But the peoples are offering to donate to Imperial coffers once more! The Treasurer urges you to accept them."

A) "But of course."
B) "The peoples shall retain the coin!"

"The Treasurer is also wondering whether we should cut the budget of the Army for a bit. That, or maybe raise the taxes for a year?"

A) "Budget cuts are good, higher taxes - not!"
B) "Times of poverty require high taxes and budget cuts, such is life!"
C) "Our Army cannot be weakened even a day; raise the taxes instead!"
D) "We do not require such measures today."

"Also, would you like to issue an Edict? It's been quite few years since the last one, Lady Empress."

A) "Sure sure, get me the quill."
B) "One more year won't hurt."

The Advisor then takes out a truly huge scroll and rolls it open on your table - it's a map.

"The Cartographers have finished updating the Royal Map just yesterday, Lady Empress, and here it is."

Apparently all is well in Kingdom of Cydwyl, and the government can afford to have its monarch absent for a while. Therefore Cyl would like to go on a year or so of vacationing and is asking whether the Empress of Cydwyl, the beautiful Ruberta (and her bedchambers) would accomodate him on his stay here.

On the planet 41448jt-88 I, an barren world of nitrogen ice and frozen winds that call kill any man from exposure, you shall create your mining colony, Nearctos!.

The initial mineral survey scans reveal abundance of Tritanium, Polygranite, Saltium, some Ferrite, Morphium, Citrum, Electrium and trace amounts of everything else.

You start with 100.000 Interstellar Credits to your bank account, and the colony comes with pre-manufactured Fusion Reactor, Storage Yard and Living Quarters.

The Oroperrin Conglomerate has put up several newly acquired moons for sale!

1. Excalibur Majoris III-a - A large moon comprised mostly of metallic debris and dust. Nondescript and with average mineral ratings, it's nonetheless located near several shipping routes and trade hubs, making communication with traders, police ships and mercenaries easy.
2. Falalaran V-b - A small moon orbiting a gas giant. It's mineral composition is vastly skewed toward valuable Rubidium and Electrium, although other metals and useful ores might be scarce, putting worthiness of mining operations into question.
3. 41448jt-88 I - This icy world is the only planet in orbit of the recently discovered 41448jt-88 red dwarf. Thick layer of nitrogen ice covers valuable deposits of ores both useful and precious, although its remote location can hinder logistics and trading.
4. Telgatod Minoris II-a - A large moon with lakes of liquid Citrium and deposits of other valuable resources. It is located at the border zone with the xenophobic and aggressive Cepharian Federation, turning any possible colonization into highly dangerous venture.

The dwarves are let in.

A group of four dwarves, bearded and in dark clothes, brings in the ornate chest, setting it down while a fat, dwarf in colorful robes steps from behind them, clasping his hands.

"The weapon you requested in exchange for so-called 'doombox' has been finished." He looked at the guards, who opened the chest and handed him a cloth-wrapped weapon.

Unsheathed, the sword's handle gleams with the shinest bronze you ever saw. The blade's hilt is pure gold adorned with a large emerald in the center. The blade looks shiny and sharp, no doubt made from highest quality steel. Runes of dwarven kind are etched in the centre of the blade, running up to the tip, which seems to have been polished with some white metal.

The dwarven diplomat, humbly, approaches the throne and hands you the sword. You prepare for some heavy weight - but the thing is light as if it was a mere stick.

"The Blade of Puncturing, our smiths have called it. Albeit it might look like an ornate sword at first, the blade is hard enough to cut through chainmail, and the tip of the sword is capable of puncturing a thumb-thick layer of mithril." The dwarf clasps his hands and looks around.

"Now, where's the doombox? Our runemasters are eager to get their beards on it at last!"

A) "Doombox stays with me. Guards, get rid of these smelly bearded roaches!"
B) "Would you kindly consider the fact I do not wish to part with the doombox? Your runemasters would be welcome to come and do research here, in my palace."
C) "Well, a deal is a deal. My men will bring you the doombox."

1182 AD, Midwinter

Important news come from Gubta!

Methiantese cash had already helped revive Gubta Empire! With the old Emperor dead by some unfortunate accident, his third and youngest of sons, Mahjar Sim, quickly eliminated his two elder brothers in a quick and not particularily bloody struggle. He has already begun work on refreshing the political system a bit and has laid foundations for a more effective bureaucratic administration.

Currently, he is being opposed by numerous local landlords and city governors who feel that their positions are threatened by this rapid progress and would rather stick to the old, traditional way of the Gubta.

1182 AD, Late Winter

A group of dwarves have just arrived from Ankurvat in a large wagon and quite a contigent of full-plated guards. There's also a messenger from Cydwyl, awaiting to deliver you a letter from your dearest husbando, Cyl.

A) My love has sent me a letter! Oh, I'm swooning already! Gimme!
B) Let's deal with dwarves first, then I will have all the time for private letters!

You agree to have a weapon forged in exchange for the doombox. The dwarves murmur, quite pleased.

"We're glad that you agreed to our trade deal. Barring any delays, the weapon will be delivered to your palace by Late Winter, and the same group will take the box from you."

1182 AD, Winter

The winter begun with heavy snowfall, but thanks to the Scepter, the weather was bearable and no crippling blizzards occured so far.

Silver and gold and gemstones arrive in your Treasury. Per trade agreement, shipments of fine glass wares are sent to Ysirene.

A report arrives from the keepers of highly profitable goldmines in Ceodwell; their sites are running out of ore at last, and even mixed ore-bearing rocks are scarce nowadays. The managers of the mines believe that this long-lived mining endeavour might be approaching its natural death.

The managers are also asking whether you will sponsor new digs around the place in hopes of finding anything or should they begin closure of the mines.

A) Alas, it was fun while it lasted!
B) We must find more gold! Dig for it!

"-the Empress already possesses a banner shaft, a scepter of weather, a magical bracelet, another weather item we're not fully aware of, that magical horse from a Sorceress, plus the crown our brethren forged earlier, and the ancient wand." The dwarf rolls the document and stuffs it back into his robe. "Considering this collection of magical artifacts, a weapon would be most logical next item."

A) "Fine, forge my son a weapon!"
B) "I want some other artifact instead!"
C) "Actually, I changed my mind, no deal!"
