There was this RTS with heroes and units governed by them.
The campaigns in the game varied wildly in both length and complexity; I remember a lengthy one about a girl who pursued some goddess only to be killed by her cuz the goddess was actually evil sorceress in disguise or something like that. There was also a campaign for lizard folk (main hero was a shaman or shamaness). I think there was also one campaign about awakening an ancient evil god or preventing that from happening.
I remember that to grow, you had to expand your cities, settle new ones, and that every faction (and there were quite a few) had different buildings, branching paths of buildings and stuff. I remember Zealots(?) being used by Nationalists(??) or something like that, and magical cannons shooting purple explosive dust. There was also a faction (or a hero) named Garland in tutorial mission.
There was also plenty of independent monsters to hunt down which would net you gold or artifacts. Most annoying were some savage blue dudes who lived in hives and those hives could easily spread across the skirmish map if you weren't paying attention to them.
...I think this wasn't a single game, actually. A base game and expansion maybe? A game with a sequel? Pretty sure they used the same engine tho.

Roommate confused at why I was inspecting an uprooted plant leaf by leaf at night. Sister looked resigned, muttered "I don't even understand you anymore" before leaving after she asked me what I was doing, and I replied matter-of-factly, filtering water. This must be how Urist feels when a strange mood is accomplished and every task fits neatly into the bigger picture

You decide to call for Evalians to provide cavalry forces. Some of your courtiers question the logic of calling for people literally on the other side of the Empire from Tiftit, but you're the one who is wise here, so you shush them.
Evalians reply to your call for aid! A three thousand strong force of both light and heavy cavalry has begun its move through the Empire towards Tiftit.
More news from the east; while your soldiers are gaining ground in Parsia, so are Parsians in Gubta. Some reports place Gubtans at severe disadvantage as soldiers of Manipur are crushing their outposts and troops, looting and destroying Gubtan temples and settlements as they go. Few rumours course that the Gubtan Emperor has fled the capital, first time in hundreds of years; some that his sons all tried but were killed by Parsian army, placing the ancient dynasty at risk; that Gubtan Emperor has been captured and Parsians are going to soon dictate terms of surrender.
Who knows, maybe Gubta Empire is a giant but with proverbial clay feet?

You receive report on Evalians' work in Tiftif; they're chasing Parsian raiders outta the valley, but damage has been done. Hundreds of Hurthlings have been killed so far, more than a thousand made homeless, while whole villages worth of farming land has been reduced to cinders. This year's wine harvest isn't going to happen, and some courtiers are worried about next year too.
Much more disastrous news come from the north; during a particularily heated battle with Hellistes at fields of Stekhelm, King Erik has been slain by an arrow! This has put the Cydwyl army in chaos, causing them to ultimately lose the battle, but thankfully the Hellistes were too beaten up to do a counteroffensive. Because Erik's son and heir, Llewyn, is not of age, the Cydwyl noblemen has decided to crown Estjald, Erik's twin brother, as next King of Cydwyl, removing the potential of Queen Alissa as a regent. Apparently, King Estjald has already begun negotiations with the Hellistes, as he was opponent of this war since its conception and warred (verbally of course) with late Erik about the topic often.
Another report from the east; another big battle has been fought between your forces and Parsians, and your officers are positive that Manipur has transferred most of his forces from Gubta lands to the Parsians frontier.
The battle has been won of course, but your officers are worried about possible attrition damage.
A) Quality will prevail!
B) We might as well ask Evalians to join the frontlines!
C) We might as well ask our allies of Cydwyl to lend help!
D) We ought to call for mobilization and provide fresh troops to our ever-victorious Army!
