Sometimes the RNG just elects to fuck us and there's nothing to be done about it.

You tell the Spymaster to bring the letter back to the palace.

After that, you read the report from Ceodwell.

Apparently, there has been more sick peoples coming through the mountains than previously. The governors wonder if the current policy is adequate in preventing the dreaded plague from reaching Methiant (or at least, Ceodwell lands), or mayhaps the borders should be closed.

A) Nah, we doin' fine, no need to get harsher against those poor souls.
B) Let's turn peoples away from our lands, just to be extra sure.

"My liege, I bring reports from my agents in the west. Apparently, Elran IV have procured arms and mercenaries from dwarves of Zonalath, Ankurvat and Vabokam, in exchange for some land on the very westernmost tip of Rainbow Lizard Mountains, and gold mines located there."

Terrible, but what you can do?

"And for the more important thing. My agents have managed to intercept a letter sent under secrecy by late Leath's wife, Abis. It has been adressed to King Shapur of Parsia, but my agents haven't broken the seal, and await your instructions."

B) We cannot go against laws and traditions of our nation! The little Anwyn will be the next in line to Methiantese throne.

You decide to have the security on borders tightened and check for ill persons, but otherwise the refugees are welcome in Methiant.

1143 AD, Midsummer

Peoples of Donuth report having problems with some birdmen, apparently; there were sightings of the birdmen in previous year, but this summer few of them have had the audacity to swoop down to steal a sheep or rob a traveling adventurer or two.

The locals have already scouted a bit and determined that there are now several settlements of the birdmen in the Rainbow Lizard Mountains, where there were none such hamlets in previous decade! Very curious, and for Donuth peoples, a problem that needs cleansing.

A) Time to establish some proper contact with the bird peoples, who might be simply unaccustomed to local practices and law.
B) And that's not my problem, the Donuthians seem to already have this in their hands.
C) Actual target practice for the Army? Yes?

You decide to cut Army's budget for a year, and issue Passage Tax, forcing travelers and merchants to pay tolls at valley passes, bridges, town gates and such, from now on.

1143 AD, Summer

Travelers coming from the southeast, crossing into Ceodwell, brought terrible news!

Apparently, there's an outbreak of plague in Gubta Empire. The Emperor wronged his gods, they say, and whole of his Empire has been punished for it with fever, pains and pus-filled bubbles on skin. While most of the Gubtan peoples are fleeing eastwards, some are fleeing westwards. A hearsay seems to indicate that Parsians aren't keen on refugees and has been turning away Gubtans from their borders and roads; killing those who dare resist dismissal. Few thus taken through Ironbone Mountains, to avoid Shapur's men and arrive in Ceodwell region safely.

According to Ceodwellian governor, there has already been several hundred Gubtan refugees in past month, and some people grow anxious that these escapees might bring plague to Methiant also.

A) Bring them all in, we will heal them and invite them to be our subjects!
B) We will simply monitor the situation for now.
C) Patrols on the roads and borders, anyone coming from Gubta is to be turned back, and killed if they try something funny.
D) Tighten the security on the border, and check for ill persons; the rest can come.

Your talented crew comprises almost six hundred scientists, engineers and workers, led by Prof.Pavel Lesnevsky, a Slavian warp theoretician, Dr.Vapayu Dmongolo, a Nigromambian propulsion expert, Dr.Errene Osnut, a Goblinian astrobiologist, and Prof.Tiri Uines, a Throndheimian space engineer.

Your infrastructure is pretty basic; the construction complex, the science labs, the launch pad are all located in Mamarit Province, some three hours away from capital by a Sedric (self-driving car).

Unfortunately for the landlocked Mauritia, the nation is rather a small player on the international stage. While people these days know no bounds and travel freely, reputation and good deals might come in hard for Mauritian government, and by extension, to Mauritian DoDO.

But after the multinational team sent the first probe through wormhole ten years ago, on the first days of 2040, your government knew it had to claim the space for the glorious Mauritia as well!

In-Warp Dimensional Physics: Understanding the equations, the dimensions and the works of the Warp tunnel.
Beyond Ion Drives: Development of something better than the cheap and reliable yet dissappointingly slow ion drives for rockets, shuttles and other space-faring craft.
Warp Macrobiology: To find how the Warp deals with living tissue, to determine whether manned missions are possible or is the Warp's best function to dispose of bodies?
Astrometals: Titanium and carbon nanotubes aren't the best nowadays. Mayhaps there's some other material that can be widely used in astrophysics, huh?

Space Missions' Theme: Decide whether the DoDO will concentrate its missions on normal space navigation, colonization of bodies of planetary system or mayhaps Warp travel to uncharted regions of the galaxy!

MILITARY EDICTS:

Matters of military hierarchy, philosophy of war and development of military tech.

Issue the Codex of Training Regimen:
A set of efficient (and slightly draconian) requirements and practices of training to ensure that the Army gets only the best recruits of them all. This will make the Army much better in combat, although there might be a problem to fill yearly recruitment quotas sometimes.

Establish the Shadowranks:
Politics often involve underhanded tactics. A castle full of commoner staff and visiting foreigners just asks for a disaster to occur. Let's have the military form a professional division of most loyal of soldiers, who would protect the Emperor, his family and important state officials, during the day, night, war, peace, revelries of festivals and monotony of daily life.

BUREAUCRATIC EDICTS:

Matters of administration and government.

Expand Primogeniture Law:
A string of bad luck can render a monarch without a male heir or cause succession debates. Rather than risk some unpleasant consequences of such a situation, it might be better to allow a skilled female to ascend to the throne, especially if she is as good at matters of the governance as any other ruler.

Establish Passage Tax:
All those travelers, adventurers, merchants and others are moving through the country for free! Let's establish a tax for those entering and leaving our country - this will earn us nice profits each year, although it might slow down immigration and convince some merchants to seek passage through elsewhere.

Establish Diplomatic Corps:
Creation of a small but highly professional cabinet of diplomats and ambassadors that would visit neighbouring countries on regular basis to strengthen ties with nearby rulers and their nobles, and maybe even develop favorable treaties with them.

Issue the Bill of Rights:
A standarized code of basic laws of the common peoples. Even if peasants will have nothing else left, they will always have their basic freedoms, helping ease their minds in times of emergency - and perhaps allow the spirit of liberty and humanism to blossom (for good or worse).

Enact Settlement Policy:
Guarantee that those willing to settle in previously undeveloped lands or territories yet unclaimed by any nation will be given a certain amount of money to help further their effort. However, this might cause a severe drain on the Treasury, especially during times of sudden, mass migrations to the countryside.

CULTURAL EDICTS:

Matters of religion, culture and art.

Establish Calendar of Festivities:
Rather than throw a festival every few years to celebrate a bontiful harvest, let's instead establish a cyclic and stable calendar of state-sponsored festivities for the whole year. This will cause a drain on the Treasury, but hey - people love festivals!

Endorse State Patronage of Arts:
To help develop the nation culturally, set aside certain amount of budget money to sponsor sculptors, poets, musicians and painters. It will be a constant drain on the Treasury, but think of how prestigious your nation will become, what with those masterpieces of art popping left and right!

Establish The Royal House of Learning:
Scholars scribbling down books in secluded libraries and scriptories should be a thing of the past! Let's instead establish a centre of learning, where those of intellect can exchange ideas and educate those willing to learn. It will help the nation develop technologically, although maintenance of this beacon of enlightenment will obviously require yearly costs.

REVOKE EDICT: Revokes a previously implemented edict, either to cut spending, appease some disgruntled subjects, or both. On the other hand, it might tick off some other peoples, potentially causing a deadly cascade of discontent.

Late Spring, 1135 AD: Established the Fireblood Court:
Creation of a specialized military branch devoted purely to development of Fireblood arms to ensure they are aplenty and of best designs around. This will allow to centralize the production, research and budgeting of Fireblood weaponry rather than having some errant alchemists and engineers running around, trying to make things happen.

End of Year 1135 AD: Proclaimed Religious Equality:
Travelers, merchants, immigrants; they all bring new beliefs and philosophies into the country. Rather than fight those foreign influences, it might be best to allow all peoples free worship on equal level no matter the size and beliefs of the congregation, to help all different worshippers achieve a certain degree to harmony and peace.

End of Year 1139 AD: Established Recruitment Offices:
Mandatory training for youths is a good thing, but after bloodier-than-usual wars, there might be shortage of men to replenish the ranks. If we were to expand on the royal bureaucracy to include offices for traveling civilian recruiters and offer citizenship grants for mercenaries and travelers looking for a new home, our Army could refill its ranks much faster.

End of Year 1140 AD: Established The Council of Statesmen:
Creation of a small council of governmental officials who will be tasked with helping the government run smoother alongside traditional advisors, and, of course, the monarch himself. This will help strengthen the Imperial Authority, even in dire times, and help pass edicts quicker, although giving even more political power away from the throne than in the past might become a source of troubles one day.

Another wave of riots have occured in Methiant! This time, the unrest is at southern lands, near border with Lametania. Numerous folk there are 'enraged' by the state's inability to protect their native Pantheonist beliefs from outside influences, as well as inability to get things done over the years.

Really, those are some rather uncouth types rioting down there.
