Metals and glassware especially bring profits; the quality of cups, pendants and mirrors was unusually high, pleasing the noblemen buyers and getting your Treasury very high profits.

From the west come rumors and news of the conflict against the Khanate; after many, many fights, the Eldricans have managed to liberate Tirine out of Khan's oppression, but the fighting is still harsh there. Apparently, the nomads began using even giant wolves and unicorns, but no one knows whether these are 'home-bred', or mayhaps stolen or bought from the enigmatic Elves of Tisilenteliya.

People are rather angry at this idea of 'council' that you pushed last year. Out of all the people, it's your own fanclub of loyalists (apparently you do have a fanclub, huh), that is opposed to weakening of the Throne and lessening of your authority. Some question the logic behind their anger, but oh well.

And, speaking of the Council of Statesmen, composed of retired administrators, regional governors and other wise men of bureaucracy and law...

"Ridiculous, plain ridiculous!" The statesmen are bickering because of a proposal.

"The Crown does not take loans! The Crown isn't a lowly merchant! What will people think? An Emperor that takes a loan? What kind of Emperor would that be?" Says one of them.

"We need funds for now so that we can pay off the dwarves. If we put honour and prestige over pragmatic course of action, we will end like any of the warlords of the early eleventh century!" Says another, with impressively long silvery beard.

Still, they have two proposals; one of smaller loan and one of larger loan that will take a lot more.

The first loan is worth five years of taxes, paid with interest in seven years; the other is eight years of taxes paid with interest over span of eleven years. Apparently, there are some merchants dealing in glasswork and spices from Parsia that have enough funds to lend to the Crown.

You decide to...

A) Take the small loan.
B) Take the bigger loan.
C) Take no loans at all.

Peasants from the region have risen against 'oppression, overt taxation and poverty' that is, as they say, running in Methiant like plague. They're besieging a small city at the border with Parsia near Ironbone Mountains. They're led by a man calling himself 'Est the Strong'.

During a council, you decide to...

A) Send in the Army to crush the rebels.
B) Send the rebels an offer to negotiate things.
C) Do nothing for now.

Thanks to Hurthling's agrilcultural prowess and good weather, the harvest has been quite bontiful this year. Governors and priests alike clamor that the Crown sponsors various harvest festivals, to let people celebrate the abundance of foods and to placate their anger.

A) Better drunk subjects than angry subjects. Time to party!
B) Nope, we're poor, we simply cannot afford any festivals.

"Those are lies!" The envoy finally mumbles out. But it's clear your court wants nothing to do with this man and Eldricans today, and they're ready to toss him out too.

1141 AD, Summer

Apparently, the Duchy of Tirine is burning down with flames of pillagery by now. Daric III's soldiers abandoned their vassal, to go with their King's plan and strike into heart of the Khanate. The plan succeeded, and many important of Khan's generals were captured or slain in mighty battle which saw 25 thousand peoples duke it out.

1141 AD, Midsummer

Daric III has died! During some random, minor skirmish, some unknown nomad archer shot him in the face.

Daric's only son and child, Ivin, has taken on the name Elran IV. People acclaim the youth as a genius in both military tactics and matters of lore and law, and it's widely known that he has strength and health of an ox, but there are rumors he is a coward that's scared of combat, especially duels and such.

1141 AD, Late Summer

An envoy from Elran IV has arrived.

"Greetings, Emperor Cyl!" The bearded man bows respectfully. "My master, King Elran IV, wishes to acquire assistance against those barbarian nomads from your powerful Army. He is willing to pay five years of tribute if your Army joins him and his soldiers in defense of Eldrican Kingdom." You can't help but notice that both Leath and Houlandin, present in the hall, are glancing in your direction.

A) "I will not help murderers and kinslayers!" About time we publish those documents, right??
B) "Sorry, not interested."
C) "Make it ten years."
D) "We stand united against the threat of barbaric hordes. My soldiers will assist Elran IV at once!"
E) "Make it fifteen years!"

Despite initial worries, no one seems to care much for the edict, except some always-angry malcontents in the countryside.

Once again, a delegation of noblemen of Methiant arrive at your palace, offering money.

"We however see that the Treasury is suffering from expenses year by year, and it may take way too long for us to wait." One of them says.

"So we offer that the previous 'gifts' will not have to be repaid, nor these ones we bring today, but instead, we have a request from his Majesty that we would like to see fulfilled." Says another.

"We want the limitations on territorial gains and purchases of land lifted. It is the traditional way of the region for centuries, yes, but such a glorious and advanced Empire like Methaint should strive to innovate, not choke on traditions." Another explains.

A) "Nah, I will just repay you in the future, okay?"
B) "So be it; go and buy your villages and keeps, I really need the money."
C) "I do not want your money. Who told you those lies anyways? The Treasury is doing fine."

MILITARY EDICTS:

Matters of military hierarchy, philosophy of war and development of military tech.

Issue the Codex of Training Regimen:
A set of efficient (and slightly draconian) requirements and practices of training to ensure that the Army gets only the best recruits of them all. This will make the Army much better in combat, although there might be a problem to fill yearly recruitment quotas sometimes.

Establish the Shadowranks:
Politics often involve underhanded tactics. A castle full of commoner staff and visiting foreigners just asks for a disaster to occur. Let's have the military form a professional division of most loyal of soldiers, who would protect the Emperor, his family and important state officials, during the day, night, war, peace, revelries of festivals and monotony of daily life.

BUREAUCRATIC EDICTS:

Matters of administration and government.

Establish The Council of Statesmen:
Creation of a small council of governmental officials who will be tasked with helping the government run smoother alongside traditional advisors, and, of course, the monarch himself. This will help strengthen the Imperial Authority, even in dire times, and help pass edicts quicker, although giving even more political power away from the throne than in the past might become a source of troubles one day.

Expand Primogeniture Law:
A string of bad luck can render a monarch without a male heir or cause succession debates. Rather than risk some unpleasant consequences of such a situation, it might be better to allow a skilled female to ascend to the throne, especially if she is as good at matters of the governance as any other ruler.

Establish Passage Tax:
All those travelers, adventurers, merchants and others are moving through the country for free! Let's establish a tax for those entering and leaving our country - this will earn us nice profits each year, although it might slow down immigration and convince some merchants to seek passage through elsewhere.

CULTURAL EDICTS:

Matters of religion, culture and art.

Establish Calendar of Festivities:
Rather than throw a festival every few years to celebrate a bontiful harvest, let's instead establish a cyclic and stable calendar of state-sponsored festivities for the whole year. This will cause a drain on the Treasury, but hey - people love festivals!

REVOKE EDICT: Revokes a previously implemented edict, either to cut spending, appease some disgruntled subjects, or both. On the other hand, it might tick off some other peoples, potentially causing a deadly cascade of discontent.

Late Spring, 1135 AD: Established the Fireblood Court:
Creation of a specialized military branch devoted purely to development of Fireblood arms to ensure they are aplenty and of best designs around. This will allow to centralize the production, research and budgeting of Fireblood weaponry rather than having some errant alchemists and engineers running around, trying to make things happen.

End of Year 1135 AD: Proclaimed Religious Equality:
Travelers, merchants, immigrants; they all bring new beliefs and philosophies into the country. Rather than fight those foreign influences, it might be best to allow all peoples free worship on equal level no matter the size and beliefs of the congregation, to help all different worshippers achieve a certain degree to harmony and peace.

End of Year 1139 AD: Established Recruitment Offices:
Mandatory training for youths is a good thing, but after bloodier-than-usual wars, there might be shortage of men to replenish the ranks. If we were to expand on the royal bureaucracy to include offices for traveling civilian recruiters and offer citizenship grants for mercenaries and travelers looking for a new home, our Army could refill its ranks much faster.
