Yeah that's what I did, I ended up lucky with an 18 but with all my other rolls odd numbers. Having a stat limit seems stupid because adventurer's have almost always been supposed to be the geniuses of their race.

I really doubt that matters. Especially since we're just going straight into an adventure pack or something.

The major reason why Rogues just stank soo much in 3.5 was mostly because all the enemies immune to rogues were extremely common (Aberrations, constructs, undead, plants, oozes, some outsiders, elementals, anything with an inability to be flanked, anything with immunity to crits.). Yet if you just read the rogue's section you would never realize that.

All of this is really just based on the campaign. That's the point of the whole genre, things can be totally broken if the DM wants, or the DM can fix things that ruin the fun on the fly.

Maybe Mage Hand with it established that you get a big bonus to sleight of hand checks. Become the literal god of pick pocketing as you discretely steal the clothes off of your enemies backs. I think some of the cantrips actually have a component requirement meaning you'll need to buy a pouch or arcane focus, though.

How much better will this game get with patches, is it particularly buggy or unbalanced? I think I'd like it but I'd rather put it off if I'd like it more in the future.

That'd be ideal, but I'd settle for making the AI almost never colonize the provinces with 9000+ natives, especially considering it's ridiculous how the entire african coast is usually colonized by 1700.

Rogues are still skill wizards because they have 4 class proficiencies and they start with 2 proficiencies with expertise, meaning that they're basically double proficient. Eventually get 4 skills expertise. So a level 1 rogue with a max stat and expertise would get +9 to a skill roll. The big difference is that having multiple rogues in a party would be very useful, and you don't have to deal with the assigning skill points metagame.

Just had my first PVP match, myself level 7 and my enemy level 12. I Commissar-rushed to the infantry CP on the first turn (fucking awesome) but ended up losing both my flak tanks without them getting to fire a shot. Thought I was fucked, but brave rpg troops moved into the enemies midst and took out their command tank in tandem with artillery barages. I almost stopped playing because PvE was getting kind of lame but that was really fun. Y'all comrades should join in.
2nd PvP match, matched against a fucking level 18 commander (I think I understand why people hate PvP now) with two siege tanks. He mows down virtually my entire army center and right, I move everything left, manage to hit the enemy commander with my own command and a rocket, then use 2 arty barrages. Leaves him with 8hp and I don't have enough command for a third, spend next 2 turns getting wiped down to just my command tank and a couple infantry by their siege tanks. Final turn, blitz into where I was hoping them to be but no luck, I can't see the enemy and all is lost, but I have one arty left and 4 command again. I narrow down their possible location as much as possible, and assume that they moved only as much as necessary. I say a prayer to Lenin and bam! The bastard is dead, my soviets winning against insane odds.

Also, those tropical colonies are !!INSANE!!. The amount of time it takes to colonize one of them takes about 3 times as much as a normal one, and it even dares to me an event before it's finished where one of the choices is (lose 1000 population and do it all over)
Tropical colonies are fine, what's ridiculous is how the AI gets no effect from natives. They'll colonize places like Madagascar with no troop presence and never have a single uprising.

It definitely seems nice to me, the proficiency thing is excellent, no keeping track of variable levelling bonuses (and assigning skill points, woo), the base classes seem quite nicely balanced and complementary. I'm looking forward to seeing the PHB.

I know that. But it's still D&D. He's not learning an entirely new system, just a variant on the one he already knows. A fairly large variant, admittedly, but the entire system hasn't been changed.
He's used to wizards being instant casters, which they aren't anymore. Also, there is no subclass, just paragon paths and epic destinies in 4e (although multiclass is also there in 4e)
Wait, wizards aren't instant casters in this? I read through the whole rules pretty much and made a wizard on the side, and what are they if not instant casters? Coming from 3.5e playing a (level 1...) wizard 5e wizards look great, 1d10 fire bolt every round potential so they don't suck early on.

Wat.
You have to roll to hit as a wizard, and on top of that there's a dex save to negate damage. That raw 1d10 with no damage added is equivalent or slightly worse than using a longsword 2handed as a fighter, where you'll probably have higher bonuses and you get to add your strength modifier to damage.

Another idea: kill every single caravan that doesn't come from or lead to your town, and burn every village that isn't your own. If you make every one else even poorer than you, you won't be the poorest.
