I've had a pair of fortresses that had contact with all the races but sieges came VERY late. I think this happens when you are at a remote location, but still have contact to the civs. This is just speculation, however.
I had >150 dwarves in one fort and had played it for more than 5 years or so, and only then the first goblin siege came. Snatchers/thieves were much more common, so it was somewhat like your situation.
If one wants sieges, it pays off to embark near a goblin or orcish fort (if you have the orc mod installed), I think. The farther away you are from their forts, the less action you get.
