I think the problem with clothing tailoring and deconstruction is a lack of use for cloth as a whole.

Cloth is immensely useful for when your dwarves go into moods requiring silk.  I've been struggling with this issue because I seem to have embarked on a map with no chasm, no underground river, no magma, in other words no cave spiders.  My dwarven caravans have also mysteriously quit coming and I've pissed off my elves (the only thing they bring anymore is rope reed, I'm waiting for the day they attack me), so with no access to silk (other than all the narrow crap from raids, which is frustrating) it's only a matter of time before mass rioting ensues.

This is going on for me too, for two consecutive autumns - though I've been sieged by goblins those past two autumns as well, so I thought this was intentional.  I also haven't received any migrants in almost three years, and I'm constantly developing.

Sorry for the lack of details, I'll post again after inspecting my fortress for the conditions listed here and get back to you.  I really didn't think it was a bug until I saw this thread.

I had this same problem in [40d] with a human caravan.  It was so slow that the merchants decided they were leaving long before the last wagon ever reached the depot, and they embarked on their journey as soon as it reached the depot.  I completely missed trading with the humans because of this.

In fact, I recorded two movies of this behavior (excuse the crappy fortress layout, it's my first).  I don't have a site for uploading files (I don't trust most of them), so if you're interested, please suggest trusty uploader and I'll get the movies posted.

I ran into a bug that was, admittedly, probably brought on by user stupidity (first time using pressure plates).  I misunderstood the suggestion to make a pressure plate "repeatable" and assigned a trigger to be added with the Repeat command (the plate was being assigned to a hatch).  I let it go for a while, realized my mistake, then canceled the task.

Upon canceling, my game nearly froze, then proceeded with a terrible framerate.  I saw a warning that said "Mechanic cancels Link Up a Hatch x120."  I checked the announcements screen - by now, the number had grown to x165 (I'm estimating the numbers here, I don't know their exact values).  The game continued to hang considerably, meanwhile the warning messages continued updating, each time adding another 40+ cancellations to the job.  It finally stopped at about 1600 cancellations of the same job.  I'm not sure why it stopped, but one possible reason could be that I got a different announcement regarding a cat being slaughtered.  When that happened, the game resumed at normal speed and the cancellations stopped growing.
