Curses / LCS - Move to new base

Okay, I have only done this a thousand times before and now seem unable to do so...

How do I move my squadless liberals to a new base?  The cops are on the way and I must move them! lol

It seems that the only interface I can find only shows me how to move items to a new base instead.

First time poster, long time player.

Just wanted to ask a couple of questions about sleepers with the new applications of Advocacy, Espionage and Sabotage.

I am interested in increasing certain sleeper's Juice, which I assumed I can do...

"Sleepers have several options available to them. Through Communication and Advocacy, they can either Promote Liberalism to affect public opinion, with effectiveness dependant upon their social status and skills relevant to their position, Spout Conservatism to negatively effect public opinion, to gain trust among their peers, and expand the sleeper network, that is recruiting another sleeper, if they have enough juice."

...but after setting many different sleepers to each of the options, I have never seen an increase to juice for my sleepers.

What am I missing?
