Some of my most enjoyable forts had no iron for me to be complacent on. Tips...
1: Lots of marksdwarves to keep them out of the way of enemies - use copper for your armour, crossbows and bolts.
2: If you have copper and tin, go for bronze as weapon and armour material of choice.
3: If you must have melee troops, give them sliver or copper blunt weapons.
4: Import all the iron and steel you can. Bars, iron ores, lost of metal toys, crafts, pots and so on that you can melt down to recycle.
5: Re-use any iron goods dead goblins leave behind if good quality. If not, melt and recycle.
6: Traps are your friend. Cages are a bit OP as to not be fun. Weapontraps with spiked balls from copper or sliver are fun, as are glass discs. Failing that, go for someting more elaborate.
7: You can always import weapons and armour of decent materials and qualities of you are patient and short of a decent weapon or armoursmith.
