Go for Poliwhirl or Poliwag. Poliwrath is overrated. That's if you can get them in Emerald...

Not necessarily. With a bit of micromanaging or whatever you kids call it these days, you can have a much stronger Poliwag than your average Poliwrath. It levels faster as well.

Edit: Doesn't Ralts and it's evolutions have something to do with time? Or is it telepathy?

I believe you can get Eevees, just not through normal means (capturing it as a wild pocket monster).
